The “Separation of Posts” Excuse Is Manufactured 🛑
All AIR/DD posts were transferred to Prasar Bharati effective 01.04.2000 under Section 11 of the Prasar Bharati Act, eliminating dual cadres within PB.
Now, promotions are stalled by dividing employees into “deemed-deputationists” and “PB recruits.” This is:
• Artificial — same establishment, hierarchy, duties.
• Discriminatory — same work, different rights.
• Ultra vires — contrary to the Act post-transfer.
If an EA/Technician performs identical work, why separate streams for promotions, freezing one for 18 years? This violates Articles 14 & 16 and service-law fairness.
One organization. One establishment. One promotion ladder.
Implement promotions as per CAT’s directions.

For 18 years, not a single Prasar Bharati Engineer has been promoted. Even after all seats were transferred to Prasar Bharati on 1 April 2000, promotions remain stalled.
On 6 Aug 2024, Hon’ble CAT, New Delhi directed @MIB_India & @prasarbharati to implement promotions. Yet, more than a year later, the order is ignored. Instead of complying, MIB continues to fight contempt cases against its own employees!
This endless delay has destroyed morale. There are no shortages of vacancies—thousands of posts lie vacant. If promotions are given, it will strengthen Prasar Bharati, not weaken it. Engineers who have given decades of service are demoralised, discriminated, and left without career growth.
We urge @AshwiniVaishnaw Ji, @DrLMurugan ji @sjaju1 Ji, @navneetsehgal3 ji @GauravDwivedi95 to immediately honour the CAT order, finalise promotion procedures, and end this injustice.
Enough delay. Justice delayed is justice denied.

🔹 इस बैठक में कर्मचारियों ने डीम्ड डेपुटेशन कर्मचारियों को एकतरफा प्रमोशन दिए जाने पर कड़ा विरोध दर्ज कराया।
🔹 सभी कर्मचारियों ने एक स्वर में कहा कि अगर अन्यायपूर्ण प्रमोशन हुआ तो हम काम करना बंद कर देंगे।

आकाशवाणी और दूरदर्शन के माध्यम से हर महीने के आख़िरी रविवार को "मन की बात" का कार्यक्रम पूरे देश में प्रसारित किया जाता है। यह कार्यक्रम न केवल जनमानस से जुड़ा है, बल्कि इसकी तकनीकी और प्रसारण व्यवस्था में प्रसार भारती कर्मचारियों की अहम भूमिका होती है।

Shaping Future: Equality, Dignity, and Justice for All PB Employees
PB Employees of Prasar Bharati stood united—not just to protest, but to shape a better future. Our peaceful protest was a call for fairness, dignity, and equal treatment against the unjust 5 October 2007 cutoff.
Shaping Future Means:
1. Equal Rights for Equal Work
All employees once had equal benefits—CGHS, insurance, housing, pensions, and stable salaries. These were taken away from post-2007 recruits, even though we do the same work.
2. Recognizing Talent, Not Connections
We entered through national-level exams with top qualifications (https://t.co/IZQf48kI8h). Yet promotions went to less-qualified deputationists. This is not the future we deserve.
3. Putting People First
Colleagues like Jyoti Prakash Trivedi, Ankur Saxena, and Rahul Deshmukh died in service. Their families were denied support. This cannot be the legacy of public services.
To Shape a Better Tomorrow, We Demand:
1. End the 5 Oct 2007 cutoff
2. Restore all employee benefits
3. Return salary funding to the Consolidated Fund
4. Recognize APBEE for fair representation
5. Ensure promotions are based on merit

Until March 2018, our salaries were paid from the Consolidated Fund of India as Grant-in-Aid through the Ministry of Information & Broadcasting.
This arrangement ensured timely salary disbursement, secure government-backed employment, and full access to service-related benefits such as pension, gratuity, medical reimbursements, and other entitlements available to Prasar Bharati employees.
However, from April 2018 onwards, a silent but significant shift took place — our salaries are now being paid from IEBR (Internal and Extra Budgetary Resources) generated by Prasar Bharati itself.
This is not just an administrative change; it carries deep implications for the future of every employee and for the very structure of Prasar Bharati.

Why This Shift is Concerning:
1. Uncertainty in Salary Disbursal:
Salaries dependent on IEBR are subject to fluctuations in advertisement revenue, sponsorships, and internal income. If revenue falls, monthly salary disbursement may be delayed or disrupted — as happened in early 2018.
2. Threat to Government Servant Status:
When salaries are no longer paid by the Government of India, the question arises — can we still claim parity with deemed deputationist employees? This directly affects our pension eligibility, continuity of service, and constitutional protections.
3. Job Security and Regular Appointments at Risk:
IEBR-based funding increases the likelihood of contractual hiring. Permanent posts may be frozen or replaced with outsourced, low-cost manpower, threatening the dignity and future of technical professionals who have served for decades.
4. Pension and Medical Benefits at Stake:
If the Government gradually withdraws from its funding responsibility, there is no guarantee that our pension, gratuity, or post-retirement medical benefits (if any) will continue. Employees recruited after 2007 may also face issues with NPS contributions in case of a cash crunch.
5. Impact on Employee Morale and Career Progression:
The fear of financial instability and the erosion of service rights demoralizes the workforce. Employees working tirelessly across Kendras and during national emergencies like COVID-19 feel abandoned and insecure about their future.
Our Demands:
1.Immediate restoration of Grant-in-Aid funding for salaries and service benefits.
2.Grant of government servant status for all employees of Prasar Bharati.
3. No change in service conditions in future without formal consultation with recognized associations.
4.Recognition of APBEE under CCS (RSA) Rules, 1993 to safeguard employee rights institutionally.

While Sec. 3(5)(i) of the Prasar Bharati Act, 1990 clearly mandates two employee representatives in the Board—one from engineering and one from other cadres—no such representation has ever been implemented in 27 years.
Further, Prasar Bharati & @MIB_India continue to deny recognition to APBEE, which represents over 90% of engineering staff, by claiming there is “no provision” in the PB Act for recognition.
But the truth is:
1.The CCS (RSA) Rules, 1993 are mutatis mutandis applicable to Prasar Bharati employees, as no separate rules for recognition have been notified under Section 33 of the PB Act.
2.Many service rules (CCA, Conduct) are applied from CCS to PB employees where convenient. But beneficial provisions like RSA are denied. This is discriminatory.
3.Other autonomous bodies like EPFO follow RSA rules and have recognized associations. Why is Prasar Bharati an exception?
We demand:
•Immediate recognition of APBEE under RSA Rules.
•Implementation of Board representation as per Section 3(5)(i) of the PB Act.
Stop selective implementation. Stop legal evasion.

@StarHealthIns I took insurance policy with certificate no. P/231116/01/2025/003279 dated 03-01-20250 by pnb. Support team from star health told me there is no such policy....I have bond paper w.r.t the insurance. kindly solve my problem.
