For years, the Chinese Communist Party has worked to circumvent U.S. seaports on the West Coast to avoid the Harbor Maintenance Tax in order to slow the modernization of our ports.

This report from the White House details the estimated annual budgetary losses and makes a strong case for the House to pass my legislation, H.R. 3363, that would close the Harbor Maintenance tax loophole – one of the many ways foreign countries are illegally transshipping goods into the U.S.

I had the honor and pleasure of serving on Kay’s Appropriations Committee during her time as chair. She was a titan and trailblazer, serving Ft. Worth in multiple capacities. My thoughts are with her loved ones during this difficult time.

Kay Granger devoted her life to serving her Fort Worth, Texas community — as a teacher and businesswoman, on the Fort Worth Zoning Commission and City Council, as Mayor, and in Congress for nearly three decades, where she also served as Chairwoman of the House Appropriations Committee.

Throughout her career, she broke barriers for women in public service. She was the first woman to serve as Mayor of Fort Worth, the first Republican woman elected to represent Texas in the U.S. House of Representatives, and the first Republican woman to chair the House Appropriations Committee.

Kelly and I send our prayers to her family, loved ones, and the Fort Worth community as we remember her extraordinary life of service and lasting legacy. She was a dear friend who will be greatly missed.

Today, I led a bicameral letter to the Departments of Labor, State, and Homeland Security urging the Administration to address processing delays, regulatory imbalances and structural barriers threatening the effectiveness of the H-2A agricultural guest worker program. Farmers need a workforce during peak seasons and this legal pathway is an essential tool for the industry to meet labor demands.

Yesterday, I met with the Confederated Tribes and Bands of the Yakama Nation to tour the devastation caused by the Signal Peak and Ransier wildfires.

We were joined by Emergency Management Services, Tribal Council, Tribal Law Enforcement, local and state elected officials, and the Yakama Nation Fire Management and State Fire Services. We observed the perimeter of the burn scar as we drove through the city of White Swan, and I saw Yakama Power and their partners working to get power restored to the area. 

All this occurred while firefighters on the scene ensured hot spots were being contained.  Our tour ended at the Yakama Nation Sprung Structure, where we saw the donations that had arrived and had the opportunity to talk about the federal and state assistance needed.

This budget resolution is the first step in the reconciliation process. Passage of this framework is necessary to ensure we can work to replenish critical warfighting munitions, support producers facing rising costs, and strengthen the security of our elections. I look forward to working with my colleagues over the next few months to address these priorities and deliver for the American people.
