HMRC has just delayed a report that says hiking Capital Gains Tax reduces tax revenue — at the exact moment Andy Burnham’s allies are floating CGT hikes. That’s not policy‑making, that’s information management.
The last HMRC bulletin (June 2025) modelled a 10‑point rise in the higher CGT rate and found it would cut receipts by £540m in year one, over £2bn in year two and £3.5bn in year three versus leaving rates alone. In other words: higher rate, smaller tax take.
They also found a smaller 5‑point hike still blows a hole in the public finances: a £235m shortfall in 2027‑28, rising to £870m the following year. So both the “big raid” and the “modest tweak” end up with less money for schools, hospitals and defence.
Now, that update to the bulletin has been “deferred” while HMRC reviews the assumptions — conveniently buying time while Burnham weighs how hard to go after investors and business owners. If the new modelling contradicted the 2025 numbers, they’d be rushing it out, not shoving it in a drawer.
This is the real story: the machinery of state is sitting on analysis that undermines the flagship tax rise being briefed to the lobby. Why would you bury evidence that your own policy loses billions, unless the politics matter more than the numbers?

As a business owner it now makes much more sense for me to sell now rather than invest to grow it. I would have to grow its value by 38% just to achieve the same net proceeds if they raise CGT to 45%.
