This is a terrible idea. We already have spotted collusion rings in CS. This is only increasing the opportunity for such academic misconduct, while at the same time (to compensate?) adding a game-theoretic incentive to reject work that competes with the authors' submission.
Hard for me to get on with life while watching tragic developments in Afghanistan. It is not that the life of Afghan people in particular women & girls was fabulous. But knowing what is likely awaiting them. I don’t know even how to describe in words. Praying for you Afghanistan.
