@Italian347 It was a constant struggle though, between religious dogma, ideas of freedom of religion, and the need to unify against the Spanish in the Dutch Revolt. You could look into the history going into the Dutch revolt up for a sense of what happened. Specifically the Unie van Utrecht.
@Italian347 Lots of catholic enclaves in protestant dominated areas (other way around too). Volendam is a famous one in Noord Holland. Authorities were very tolerant of local clergy/rulers deciding for themselves. Links into later Treaty of Westphalia compromise (1648 same year as Munster).
