In Denmark it is mainly one Union called 3F that is doing an effort to stop illegal labour and social dumping. They started years ago as it was getting out of hand in Denmark.

I think having water reservoirs for watering around the city and the entire city would work better. Make a sprinkler system, for cooling and watering during wildfires. I do that if it a threat.
