Acceleration from lower speeds has very little influence on the effect of air resistance on him. The determining factor is velocity of the vehicle... if he was going a steady 100mph, the water would barely be affected (only the surface) and he would be leaning forward significantly to prevent being blown off even while standing.
@TheFigen_ No, if that vehicle was going fast enough for air resistance to be a force significant enough to affect his trajectory to that extent, then at minimum, he'd be leaning forward a lot more in the first picture to prevent that from happening even before he jumps.
