Do know you which is the body which has been tasked with investigating when your data is breached, or even when the phones of opposition leaders are hacked by Pegasus type of spyware? It is called, CERT-In (full form, Computer Emergency Response Team).

It falls under the @GoI_MeitY and has over time tried itself created a surveillance system by overcollection of your personal data which it can demand anytime. For instance, due it's directions some VPN providers (such as TunnelBear) shut services in India (see also, attached screenshots of an article, "Privacy depends on cybersecurity" authored for the Hindu on June 10, 2022).

At the same time, it has till date not been transparent about the investigations it conducts for data breaches. Such is the level of incompetence that the same government departments (such as the Indian Railways) leak your data every year and expose you to identity theft and cyber fraud. This most acutely impacts vunerable digital citizens of India, those who have imperfect literacy levels and seniors. Here, there is absolutely no public disclosure by CERT-In on how it conducts such investigations or results. There is a direct impact of cyber security on the rise of crimes that cause financial to social injury. It impacts every single Indian which is connected. Hence, CERT as a body requires transparency as provided under the RTI Act. Please remember even obtaining information under it is neither quick, nor easy. CERT may refuse leading to appeals that take years to be decided, or it may cite a specific exemption. Even this small ray of sunshine on the working of CERT-In cannot be tolerated by the Union Government. On November 23, 2023 it completely exempted CERT-In from the application of the RTI Act. You can no longer ask it why and what it does. After all, how can it then hide it's own ineptitude?

The notification which exempted them contains no reasons. Here, the message is simple, while the Union Government wants to peep into your private lives and then leak it to the world, it does not want to answer any of your questions. This is why the repeated chant of, "Open, Safe, Trusted and Accountable Internet for Digital Nagriks as per the vision of the Prime Minister" is nothing more than an advertising slogan. There is little online safety and there is no vision.
