The luxury seats were initially booked in September last year for Martin Heydon, the agriculture minister, and two of his staff, at a cost of €20,501.
However, the department cancelled these flights without securing a refund and booked new seats for Noel Grealish, an independent cabinet minister, and two of his staff at a further cost of €31,791. This brought the total spend to €52,292.
