Better: 1. write a clear title and introduction that makes readers and editors interested in the paper.
2. Explain in your cover letter why the work is interesting and important.
Editors vary and are complex, but mostly their goal is to publish good science.

A long time ago now, I caught that a student had faked data. This was in the late stages of manuscript preparation, with a draft in hand, and I caught it on a Tuesday.
