eBay Promoted Listings is absolutely the worst product in its history because 100% of sellers hate it. A company cannot be successful by forcing a hated product on its customers.
Think about it: Sellers fall into 2 camps. 1) Those who reluctantly promote their items, and get a few sales, but feel a wave of nausea every time they see how much they are losing, and 2) those who are adamantly against promoting, but then are punished by getting far fewer sales, and question their choice to use eBay at all. Promoted sellers are effectively at war with non-promoted sellers.
The solution? EBAY SHOULD DO ITS JOB AND SELL STUFF! eBay is already in a contract to sell every item that has been listed. If they sell that item, and every item, they make money. So do a better job selling everything! Uplift sellers by giving additional promotion to sellers who are doing a good job.
Put it this way: Imagine you contract someone to paint your fence. A month later, the job is not done, and the contractor says they'll do it today if you throw in an extra $1000. That is EXACLY the scummy, low-integrity practice that eBay is engaging in with all its customers.
A company can only screw the people who are giving it money for so long.
