NO VOTES. NO VOICE. NO JUSTICE?
"Animals are ignored because they have no votes."
These words, spoken by retired IFS officer Paresh Kumar Sharma during the launch of his memoir Footprints in the Forests, capture one of the harshest realities of wildlife conservation in India.
Animals do not vote. Dogs do not vote. Forests do not contest elections. Rivers do not influence governments. As a result, environmental protection and animal welfare often lose to short-term political gains.
This reality is visible whenever the response to human-wildlife conflict or issues involving community dogs, shifts from addressing the root causes to targeting the animals themselves. Habitat destruction, illegal encroachment, irresponsible waste management, abandonment of pet dogs, failure to implement sterilization and vaccination programs, and other forms of human negligence are often overlooked, while the animals bear the consequences.
Across the country, there are growing demands for mass culling, indiscriminate killing, or weakened legal protections for various species. Entire populations of wild animals or free-roaming dogs are sometimes portrayed as the problem, even when human actions have played a major role in creating the conflict. Decisions affecting animals are too often driven by public pressure rather than ecological science, animal welfare principles, and long-term solutions.
The Wildlife (Protection) Act, 1972, along with India's animal welfare laws, exists because animals cannot defend their own interests. These laws recognize that compassion, science, and justice must protect those who have no political voice.
A democracy is judged not only by how it treats those who can vote, but also by how it protects those who cannot speak for themselves.
If every conflict with wildlife or dogs becomes a justification to punish an entire species or population, we are abandoning both science and justice. Lasting solutions come from addressing human responsibility, improving governance, and preventing conflict, not from blaming animals for problems that humans have often created.
As Paresh Kumar Sharma rightly observed:
"Development is considered more important than the environment because trees, tigers, panthers and monkeys are not voters."
The same principle applies to every voiceless animal, including dogs. Their inability to vote should never become a reason to deny them protection, compassion, or justice. The responsibility of a civilized society, its governments, and its judiciary is to ensure that the rights and welfare of the voiceless are upheld, especially when they cannot speak for themselves.

The Supreme Court did not authorize a blanket “eliminate stray dogs” campaign.
The order clearly applies only to rabid, incurably ill, or demonstrably dangerous aggressive dogs, after assessment by qualified veterinary experts and strictly under the PCA Act and ABC Rules 2023.
Twisting a Supreme Court order into justification for mass killing of dogs is blatant misinformation. Shame.

Normally, I do not comment on Supreme Court judgements and only those who have a case can speak. But if a judgement is given against voiceless animals, then one has to raise their voice.
The court order is not practical, it is inhuman. Who will decide whether a stray dog is dangerous and it should be administered the death injection?
I feel, the court order will open up the gates of atrocities on voiceless stray dogs. Animal activist Menaka Gandhi's suggestion is right. If the State wants to lower the number of stray dogs, there should be a massive sterilization and vaccination drive for such homeless animals.

मैं आम तौर पर Supreme Court के judgement पर comment नहीं करता. जिसका case है वो बोलता है. पर अगर फैसला बेज़ुबा��� के खिलाफ हो तो उनकी आवाज़ तो उठानी पड़ेगी. Court का आज का order, practical नहीं है, inhuman है. कल रात जब मैं हैदराबाद से लौटा तो Delhi Airport के terminal पर तीन डॉगी को देखा. गर्मी थी. जब airport का exit gate खुलता था तो वहां से ठंडी हवा आती थी. वहां वो तीनों बड़े आराम से लेटे थे. सैकड़ों लोग वहां से आ जा रहे थे, लेकिन उन्हें कोई फर्क नहीं पड़ा. अब ऐसे dogs को public places से हटाने का क्या मतलब है? कोई उन्हें कल aggressive कहकर मार डालेगा तो इसकी ज़िम्मेदारी कौन लेगा? कौन सा dog aggressive है इसका फैसला कौन करेगा? इसलिए मुझे लगता है कि court का आज का order बेज़ुबान जानवरों पर ज़ुल्म का ��ास्ता खोलेगा. Maneka Gandhi का idea ठीक है. अगर dogs की आबादी को कम करना है तो रास्ता एक ही है- बड़े पैमाने पर नसबंदी की जानी चाहिए. अच्छा तो होगा कि court इस बारे में सरकारों को युद्धस्तर पर काम करने का आदेश दे. #StrayDogs #SupremeCourt
