THE QUESTION IS SIMPLE: WHO IS PROTECTING THE INDIGENOUS KUKI PEOPLE?
If the reported statement shown in the Ukhrul Times—that China’s help may be sought if the State and Centre fail to protect indigenous people—is accurately attributed, it raises a serious question for the Government of India: how can any call for assistance from a foreign power be discussed in the context of an internal Indian security crisis without immediate scrutiny? The statement should be verified, investigated and addressed through the constitutional and national-security framework.
The Indigenous Kuki people will not accept a situation in which the history and ancestral presence of one indigenous community are repeatedly used to justify the political or territorial claims of another.
The India–Myanmar frontier has a long and complicated history of cross-border communities and movements. Historical accounts themselves acknowledge that communities lived on both sides of the modern boundary. Therefore, history cannot be selectively rewritten, and ancestral claims cannot become a licence to threaten another indigenous community.
More importantly, the Government of India must answer the security question on the ground.
There are serious allegations concerning armed networks operating around Manipur and the Myanmar frontier, including allegations involving NSCN Eastern Flank, NSCN-IM and ZUF-Kamson, as well as Myanmar-based armed elements. If these organisations are operating, moving cadres, threatening villages or participating in attacks, then the appropriate security and investigative agencies must establish the facts and act according to law.
There are also allegations concerning the movement of foreign-origin weapons, ammunition, RPGs, drones and other military equipment into armed networks operating in the region. If weapons originating from China or passing through Myanmar have entered India and reached armed groups, the entire supply chain must be exposed—from the source and intermediaries to the final recipients.
And here is the question that cannot be avoided:
Where were the Central forces when Indigenous Kuki villages were being attacked?
If CoBRA, Assam Rifles and other Central forces were deployed in or around conflict-affected areas, the Government must explain whether they were given the mandate, intelligence and operational support necessary to protect vulnerable civilians. But do not investigate only one side while leaving other allegations untouched.

HOW LONG WILL THE KUKI COMMUNITY HAVE TO WAIT FOR JUSTICE?
Why, even after repeated warnings and reports of armed groups moving through the India–Myanmar border areas, has there still been no decisive action strong enough to protect Kuki civilians in their own ancestral villages?
The situation is becoming increasingly dangerous. Allegations involving the movement and activities of NSCN eastern flank, NSCN-IM, ZUF-Kamson group and armed elements operating from Myanmar, including the Shan National Army and Myanmar military/junta, must not be ignored. Every credible lead concerning armed infiltration, weapons, ammunition, attacks and cross-border movement must be investigated thoroughly.
Meanwhile, Kuki women and children are increasingly living under fear in their own ancestral land. Civilians should never have to sleep with the fear that armed groups may enter their villages, attack their families or force them from their homes. The continuing insecurity is destroying lives, homes, livelihoods and the basic sense of safety that every civilian is entitled to.
Where are the Supreme Court of India, NIA, CBI and Government of India when Kuki civilians continue demanding protection and justice? Where is the accountability for those responsible for attacks against Kuki civilians?
We demand that every credible allegation be investigated without political protection, without selective enforcement and without delay. If armed groups are crossing the international border, authorities must identify how they are entering, who is facilitating their movement, where weapons are coming from, and who is responsible for attacks on Kuki civilians.
Kuki women and children are not expendable. Kuki civilian lives are not statistics. Kuki ancestral villages cannot be turned into killing grounds.
The Government of India must act. The security agencies must investigate. The perpetrators must be identified and prosecuted according to law.
No more silence. No more selective attention. No more delay. Protect Kuki civilians. Protect Kuki women and children. Protect their ancestral villages. Deliver justice.

The recordings have been at the centre of serious allegations concerning the handling and escalation of the Manipur violence. The Supreme Court has itself dealt with the matter and ordered forensic examination of the recordings and comparison with admitted voice samples of former Chief Minister N. Biren Singh. At the same time, forensic findings have raised questions about alterations in the material submitted for examination, while an earlier private forensic examination reported a high probability of voice similarity.
Therefore, the demand is straightforward: the complete original recordings, their chain of custody, forensic findings and every relevant piece of evidence must be examined through an independent, transparent and legally accountable investigation.
Any alleged references in the recordings to armed groups, including claims concerning Arambai Tenggol, Meitei Leepun, elements of the state machinery, or alleged cross-border militant networks, must be investigated on evidence—not ignored, buried, or dismissed without a proper determination.
For the victims and displaced families of the Manipur conflict, justice cannot depend on political influence, community identity or the passage of time. If the recordings are genuine, the evidence must lead to accountability. If particular portions have been altered, the investigators must establish precisely what was altered, by whom, and whether the underlying original recording can still be independently authenticated.
No selective justice. No political shielding. No indefinite delay.

PRESS STATEMENT
REJOINDER TO THE FALSE, COMMUNAL AND DEFAMATORY PRESS RELEASE BY NAGA PEOPLE'S ORGANISATION (NPO), SENAPATI
The United Kuki Youth Council (UKYC) has taken serious note of the baseless, misleading and highly communal Press Release issued by the Naga People's Organisation (NPO), Senapati on 27th September, 2026.
Our response is as follows:
1. On Mrs. Lhingjajoi Hangshing: Mrs. Lhingjajoi Hangshing is the legitimate and respected former Village Chief of Kailenjang. The claim that she has 'sold the village' is a blatant lie fabricated to grab Kuki land. No customary or legal sale ever took place. She retains full moral authority to speak for her village and for the displaced villagers. The NPO has no customary right to dictate who is or isn't a Kuki Chief.
2. On the hateful remark - 'Kuki are blood thirsty': The NPO's statement that 'unlike the Kuki, the Naga peoples aren't blood thirsty by nature' is an open display of racial hatred and dehumanization of the entire Kuki-Zo community. Such communal slur is unbecoming of a civil society organisation and violates the spirit of peaceful coexistence. We demand an unconditional apology.
3. On labelling Kuki refugees as 'Narco-terrorists' and who is the real refugee: Branding innocent Kuki-Zo villagers as 'Narco-terrorists' is defamatory and dangerous. History itself refutes NPO's lies. The KUKI People have a recorded History of the ANGLO-KUKI WAR 1917-1919 in the official British records, fighting the mighty British Empire for our land and freedom. The Kacha Nagas have no such history in British records. This itself proves who are the sons of the soil and who are the real refugees in this land.
4. On the Kailenjang incident of 26th Sept, 2026: The UKYC does not condone violence against any innocent civilian, whether Kuki or Naga. If any incident has occurred at Kailenjang, we demand a thorough, impartial and time-bound investigation by a Neutral Central Agency (CBI/NIA), not by agencies under the influence of NPO. The attempt to pre-judge and attribute it to Mrs. Hangshing without any inquiry is malicious.
5. On the 12-hour total shutdown including military convoy: The announcement to stop even military convoys and government offices in Senapati District is illegal and amounts to holding the State to ransom. It is worth noting that the UNC has just lifted its blockade to allow peace to return, but now the NPO is imposing a fresh 12-hour total shutdown. This shows their intention is not peace but to continuously harass the public.
The NPO should be questioning why 29 Kuki villages have been burnt, why 2000+ Kuki-Zo civilians are homeless and why 26 Kuki-Zo lives have been lost, instead of issuing defamatory statements against a Kuki woman Chief.
The UKYC reiterates its demand for immediate deployment of neutral central forces, legal action against armed groups involved in arson, and relief for displaced Kuki-Zo people.

JUSTICE MUST NOT BE SELECTIVE — INVESTIGATE EVERY KILLING
The killing of six Liangmai men is a grave matter that deserves a full, impartial investigation and justice for the victims. The United Naga Council subsequently imposed an economic blockade along NH-37 demanding accountability for those deaths, with reports noting disruption to movement and essential supplies.
But justice cannot be selective. Kuki-Zo civilians have also been killed in multiple incidents across Manipur, including attacks in N Teikhang, Tollen, Longpi and Leisangphai. Kuki organisations have alleged involvement of NSCN-IM and ZUF(K) in several of these incidents; those allegations should be established or disproved through credible investigation, not simply through competing statements.
If the deaths of Liangmai civilians demand justice, then the deaths of Kuki-Zo civilians, women, children and other innocent victims deserve the same seriousness. Burning homes, attacking villages and killing civilians cannot be justified by ethnicity, political affiliation or competing territorial claims.
We strongly call upon the Government of India, NIA, CBI, Manipur Police, NHRC and NCST to investigate every incident independently, establish the identity and affiliation of the perpetrators through evidence, and prosecute those responsible—regardless of which community or organisation they belong to.
Do not blame an entire community for crimes committed by individuals. Do not use civilian deaths to justify collective punishment or prolonged economic blockades. And do not allow allegations against armed groups to disappear without investigation.
The Kuki-Zo community will continue to demand accountability for every Kuki civilian killed and every ancestral village attacked or burned. Justice for Liangmai victims and justice for Kuki-Zo victims are not competing demands. Justice must be equal.
No selective justice. No collective blame. No impunity.
Investigate every killing. Establish the facts. Prosecute the perpetrators. Protect civilians.

Tamenglong 24th September, 2026: Makui Part 1 and Part 2 are reportedly purely non-civilian settlements, where around 100–200 NSCN-IM personnel are stationed. These two locations are allegedly being used as tactical centres for launching attacks against ZUF-J(Zeliangrong People's Army) and Kuki villages in Noney, Tamenglong, and adjoining Kuki areas of Kangpokpi.
Since yesterday, the ZUF-Kamson (ZUF J Faction) group has reportedly been attempting to overpower both NSCN-IM logistical centres. Fighting reportedly continued for more than 11 hours, after which ZUF-Kamson later claimed that Part 1 and Part 2 were fully under its control.

New Delhi, September 24, 2026: The Kuki-Zo Women’s Forum, Delhi & NCR (KZWFD) submitted a memorandum to the National Commission for Women (NCW) seeking urgent intervention over the reported killings of Kuki-Zo women and unarmed civilians in Manipur.
According to the Forum, the memorandum documents the cases of 27 Kuki-Zo persons killed in reported attacks by armed groups, including eight women, two of whom were pregnant. The Forum has called for the cases to be placed on record and investigated.
The KZWFD urged the NCW to:
👉Initiate immediate intervention and investigation into the reported killings;
👉Ensure protection for Kuki-Zo women and vulnerable civilians;
👉Establish accountability for those responsible for the deaths;
👉Provide protection and assistance to surviving families; and
👉Strengthen human-rights protection in affected Kuki-Zo areas.
The Forum said the memorandum was submitted in response to continuing concerns over the safety and dignity of Kuki-Zo women and civilians affected by the conflict in Manipur.
The KZWFD stated that the lives and safety of women affected by the violence should not be reduced to statistics and called for urgent institutional action.

VVEZ REBUTTAL TO NSCN-IM STATEMENT
VVEZ categorically rejects the narrative put forward in the NSCN-IM statement and reiterates that the Kuki people have no objection to the political aspirations of the Naga people. However, every community’s political aspirations must respect the ancestral lands, historical settlements and legitimate political rights of others.
VVEZ states that its position is focused on the restoration and reclamation of Kuki ancestral villages and lands that were lost, abandoned or affected during the violent conflicts of the 1990s. Its political demands are presented as an independent Kuki political position and, according to VVEZ, will continue to be pursued through lawful, democratic and constitutional means.
On the issue of the four deceased NSCN-IM cadres, VVEZ disputes the claim that they were innocent civilians belonging to Pilong village. VVEZ alleges that the individuals had links to a narcotics network and an NSCN-IM functionary. These are serious allegations, and the statement calls for them to be independently investigated and verified by competent authorities rather than settled through competing political narratives.
VVEZ further emphasizes that allegations concerning narcotics networks, armed organisations and the identities or affiliations of the deceased require credible evidence, transparency and accountability. Any investigation should establish the facts and responsibility without political interference.

The reported incident has nevertheless prompted public questions regarding the implementation of applicable ceasefire and Suspension of Operations (SoO) arrangements, including provisions concerning designated camps, movement and the carrying or display of weapons.
Were the individuals authorised to move outside their designated camp? Were the applicable Ground Rules being followed? If the individuals were carrying weapons, what procedures were followed by the security forces present at the location?
The incident has also prompted public questions about the consistent and impartial enforcement of security measures in Manipur. The public is seeking clarity on whether the same standards are being applied to all armed groups and individuals, irrespective of their community or affiliation.
The Government of India and the Manipur Government are being urged to clarify the circumstances surrounding the reported incident at Makui Thebram, including whether the movement was authorised and whether any violation of applicable Ground Rules was identified.
Any security policy in Manipur must be implemented uniformly, transparently and without discrimination. Equal enforcement of the law is essential to maintaining public confidence in the security and peace process.

The WhatsApp status attributed to an account identified as “Abomei Tangkhul” contains extremely concerning language referring to a possible shutdown, “clean up” of KPI/Choungboung Taphou/KMC, and claims concerning “Naga ancestral land.” In the present security environment in Manipur, such statements cannot simply be dismissed as ordinary social-media commentary.
If the screenshot is authentic and the account holder can be established, the authorities must determine what was intended by the words used, who was being targeted, whether the post was intended to provoke hostility or violence, and whether it has any connection with organised mobilisation or other unlawful activity.
This is not a call for punishment based merely on a screenshot. It is a demand for evidence-based investigation and accountability.

The Ministry of Home Affairs, Manipur Police and competent investigating agencies should immediately:
Verify the authenticity and origin of the WhatsApp status.
Establish the identity of the account holder through lawful digital investigation.
Preserve the original digital evidence, including metadata where legally obtainable.
Determine the exact meaning and context of the phrase “Time to Clean Up.”
Examine whether the message amounts to a threat, incitement, promotion of enmity, or any other offence under applicable law.
Investigate whether the account has previously circulated similar material.
Determine whether there was any coordination with individuals, groups or organisations connected with the reported shutdown or land-related mobilisation.

🚨"Licypriya Foundation" Hospital Scam EXPOSED⚡️
An FIR has been lodged against Manipur's Notorious Con-man Kangujam Karnajit Singh, father of "Climate Activist" @LicypriyaK for wrongful confinement & financial extortion, among others.
The victim accused KK singh of luring Manipuri Patients with false "100% cashless" treatments & inpatient stay in Hi-Tech Medical College & Hospital, Bhubaneswar. Relying on the assurances he travelled from Manipur to Odisha but they kept him admitted for 15 days with NO TREATMENT at all & when the victim demanded to leave, the hospital illegally detained him & forced him to pay a private bill.
▪︎● Licypriya Foundation (in partnership with the same Hi-Tech Medical College & Hospital, Bhubaneswar) has publicly & repeatedly announced 100% free scholarships & partial free scholarships under the name "Licypriya Fellowship" for Manipur students covering admission & tuition for allied medical courses at the Bhubaneswar campus. Students were told they would not pay a single rupee in college fees until course completion (only mess & personal expenses).
🚨 But emerging reports from Manipur indicate that several students who went to Hi-Tech Bhubaneswar under the Scholarship programme, as well as other patients who were lured with the false assurances of Free Treatment, have left the institution & are considering or preparing additional formal complaints against Licypriya Foundation, her serial fraudster father & Hi-Tech Medical College & Hospital, Bhubaneswar itself.
▪︎● Licypriya Kangujam's father KK Singh s a history sheeter:
He was arrested in 2015 in Manipur on charges including fraud, assault, criminal breach of trust & related offences for duping Indian & foreign dignitaries in the name of UNESCO. He was declared an absconder/Fugitive by a Manipur court in 2016 after fleeing an interim bail.
▪︎● He was rearrested in May 2021 in Delhi on charges of forgery, cheating & related offences stemming from complaints (including from Foreign & Indian students) about collecting fees or funds for purported international youth conferences, summits & exchange programmes under entities like the International Youth Committee that allegedly did not materialise as promised.
He had previously faced similar allegations of using UN or UNESCO-like branding & collecting funds under false pretences.

WHY IS THERE STILL NO PUBLICLY CONFIRMED ARREST OR CLEAR ACTION?
The screenshots circulating publicly show messages allegedly associated with Athuan Panmei and a phone number ending in 8894, alongside highly inflammatory material concerning the killing of Kuki civilians. These allegations must be urgently authenticated and investigated by the competent authorities.
If the messages are genuine, NIA, CBI and Manipur Police must identify the account holder, verify the phone number, examine the original device and digital records, trace the source and circulation of the material, and determine whether any criminal offence has been committed.
The authorities should clearly answer:
Why has there been no publicly confirmed arrest?
Has an FIR been registered?
Has the phone number been verified?
Has the person concerned been questioned?
Has the original source of the alleged threats been identified?
What action has been taken so far?
This is not a demand to convict anyone based on screenshots. It is a demand for a proper investigation based on forensic evidence and due process.
If the allegations are false, the authorities should establish that through investigation. If the allegations are genuine and offences are established, those responsible must face lawful action without discrimination.
No selective investigation. No double standards. No silence. Investigate the evidence and let the law take its course.

STRONG REJOINDER TO SDSA PRESS RELEASE DATED 23rd SEPT. 2026
The Kuki Students' Organisation (KSO), Twilang Block, is compelled to issue this strong rejoinder to the so-called press release issued by the Senapati District Students' Association (SDSA) and its federating units on 23rd Sept. 2026.
1. How does the SDSA justify blocking public movement and imposing a 120+ day economic blockade as a "peaceful and democratic agitation"?
The SDSA claims that its agitation is peaceful and democratic. We ask the SDSA, as a student body - on what basis do you justify the blocking of public movement, the shutting down of IT Road, and the imposition of an economic blockade on essential commodities such as food, medicine and fuel as "peaceful"?
The SDSA must also own responsibility for obstructing timely medical intervention for babies, newborns and pregnant mothers, which has led to loss of lives. This is highly unbecoming of a student organisation.
If the SDSA claims to be following the UNC's directive, we would like to remind you that IT Road was never mentioned in the UNC's list of highways to be blocked. This clearly shows that the SDSA has its own vested interest in blocking movement along IT Road.
2. Student bodies should not be used in this dirty and bloodied game.
We are all student bodies. Our primary duty is to look after student welfare, education and the future of our youth. We are not supposed to be actively involved in this dirty and bloodied political game.
The SDSA has been at the forefront of spearheading this blockade that has caused untold hardship to the general public. This is highly unbecoming of a student organisation. Be a gentleman. Be a student leader in the true spirit.
Do not drag innocent students into confrontation for political mileage.
3. On false and communal allegations:
Your press release uses highly derogatory, communal and one-sided language. Such false propaganda will not bring justice; it will only escalate tension and deepen the divide. We strongly and categorically refute all baseless allegations levelled against our community.
If you truly seek justice for innocent lives, give the Government a chance and hand over the case to the NIA. Or do you want the Government to act as per the dictates of the SDSA? Justice must be delivered for all innocent lives lost, from all communities, without bias.
4. Our firm stand - Violation of Article 21:
We have not defied any genuine democratic agitation. But we will not remain silent spectators when public movement is blocked and essential supplies are cut off in the name of agitation.
The blockade imposed by the SDSA is a direct violation of Article 21 of the Constitution of India, which guarantees the Right to Life. The Hon'ble Supreme Court has clearly interpreted that the Right to Life includes the right to health, food, medicine and free movement. By blocking IT Road and essential commodities, you are violating the fundamental rights of innocent civilians.
The KSO, Twilang Block, will continue to stand firm for the rights of the public for free movement and unhindered access to essential commodities as guaranteed under Article 21.
We appeal to the Government not to succumb to one-sided pressure and to immediately ensure free movement on the highways and delivery of justice without bias.
If any untoward incident arises out of the forceful obstruction of essential commodities, the SDSA and its federating units shall bear sole responsibility for all consequences.
