This is norm for NRO launches depending on spec each launch. You have general ops for NRo then you have launch specific protection in addition to that. Only reason to not show the first minute is to minimize exposure of orbital insertion trajectory as china and Russia both have satellites dedicated to monitoring NRO launches.
