Ma'am,
the comparison with hotel services may not fully fit the banking sector today. A hotel depends mainly on physical presence for its core services, whereas banking has been transformed by Digital India through UPI, mobile banking, internet banking, ATMs, IMPS, digital KYC and many other services. Customers can now access a large part of their banking needs digitally, without visiting a branch. When more than 150 countries across the world follow a five-day working pattern, the top developed economies have adopted five-day working, and five-day working is also followed in 9 of the 11 BRICS countries, it is reasonable to ask why the banking workforce in India should continue with a six-day working pattern. Digital banking has already changed the way banking services are delivered, so Five-Day Banking is about modernising the working pattern of bankers, not reducing banking services.

Instead of focusing the discussion only on Five-Day Banking, I request you to also raise the larger issues affecting bankers. How many vacancies are there in our banks? Is recruitment adequate to handle the continuously increasing volume and complexity of banking work? Why are experienced bankers leaving the sector? What is driving the rising attrition in parts of the banking industry? Why is the younger generation, including #GenZ , becoming more conscious about work-life balance and sustainable working conditions while choosing a career? These are important questions about the future of banking and its workforce. Bankers are implementing financial inclusion, government schemes, digital banking and the growing demands of the Indian economy every day. Their staffing, workload, recruitment and retention deserve equal attention.

India itself has numerous institutions following five-day working arrangements. RBI, DFS, CVC, Ministry offices and NABARD have followed five-day working since 3 June 1985; SEBI since 1988; NSE since 1994; IRDAI since 1999; BSE since 2001; NPCI since 2008; and LIC since 10 May 2021. Across India, Central Government institutions, State Government establishments and several PSUs also follow five-day working arrangements. If 150+ countries across the world, leading developed economies and 9 out of 11 #BRICS countries can function with a five-day working pattern, and so many Indian institutions already do so, there is no reason for banking alone to remain tied to six-day working. The real discussion should be about adequate recruitment, sufficient staffing, employee retention, workload, work-life balance and building a strong banking workforce for the future.

Ma'am, #5DayBanking is not a demand to work less for customers; it is a demand to modernise the working system in a banking sector that has already changed dramatically.

A 5-day week was agreed in March 2024, with bankers accepting longer working hours from Monday to Friday.

12वें द्विपक्षीय समझौते (12th Bipartite Settlement) में इंडियन बैंक्स एसोसिएशन (IBA) और बैंक यूनियनों (UFBU) के बीच 5-Day Banking (पांच दिवसीय कार्य सप्ताह) पर पूर्ण सहमति बनी थी। इसके एवज में बैंक कर्मियों ने प्रतिदिन 40 मिनट अतिरिक्त काम देने का फैसला भी सहर्ष स्वीकार किया। IBA की सिफारिश के बावजूद सरकार (DFS) ने इस पर नोटिफिकेशन जारी करने के बजाय इसे ठंडे बस्ते में डाल दिया।

जब मूल मांग पर दबाव बढ़ा, तो सरकार और प्रबंधन ने एक नया विवाद खड़ा कर दिया। पिछले दिनों घोषणा की गई कि Performance Linked Incentive (PLI) स्केल-4 और उससे ऊपर के अधिकारियों को 365 दिन तक मिलेगी, जबकि धरातल पर दिन-रात मेहनत करने वाले ग्राउंड लेवल वर्कफोर्स को अधिकतम 15 दिन की।
उद्देश्य साफ था: संगठन में Cadre आधारित दरार पैदा करना ताकि 5-Day Banking की मुख्य मांग से सबका ध्यान भटक जाए। लेकिन हम सभी ने एकजुट रहकर इस साजिश को नाकाम कर दिया। हमारी चट्टानी एकता के आगे सरकार को मजबूरी में अपने ही खड़े किए गए इस PLI मुद्दे पर रोक लगानी पड़ी। यह हमारा मुद्दा था ही नहीं; उन्होंने ही इसे खड़ा किया और वही पीछे हटने पर मजबूर हुए।
PLI का नाटक खड़ा के बाद भी जब हमारे 5-Day Banking पर कोई ऐलान नहीं हुआ, तो 11 सितंबर को देशभर के बैंक कर्मियों ने ऐतिहासिक और सफल देशव्यापी हड़ताल की। इसके जवाब में सरकार (DFS) 22 सितंबर को CLC (Chief Labour Commissioner) मीटिंग का नोटिफिकेशन जारी कर "कस्टमर सर्विस" का हवाला दे रही है। "काहे की कस्टमर सर्विस?" – क्या cusromer सर्विस RBI, LIC, NABARD, सभी सरकारी दफ्तर बंद होने से प्रभावित नहीं हो रही? मजेदार बात तो ये है कि देश 24x7 डिजिटल हो चुका है। यूपीआई (UPI), एटीएम (ATM), इंटरनेट बैंकिंग और मोबाइल ऐप के जरिए 24 घंटे ग्राहक सेवाएं सुचारू रूप से चल रही हैं। बैंकिंग का ढांचा डिजिटल हो चुका है, इसलिए 5-Day Banking से किसी ग्राहक सेवा पर कोई प्रतिकूल असर नहीं पड़ेगा।
जनधन योजना, फसल बीमा, PMJJBY एवं सभी सरकारी योजनाओं से लेकर नोटबंदी के दौर में दिन-रात एक करने वाले और कोविड महामारी में जान हथेली पर रखकर सेवाएं देने वाले यही बैंककर्मी हैं। जब देश का रेगुलेटर RBI, NABARD, LIC, सभी केंद्र/राज्य सरकारी कार्यालय और BRICS देश 5-Day Work Week पर चल रहे हैं, यहाँ तक कि दुनिया 4-Day Work Week की ओर बढ़ रही है, तब बैंक कर्मियों को इससे वंचित रखना निंदनीय है।

हमारा रोष तब तक शांत नहीं होगा जब तक सरकार वादा निभाकर 5-Day Banking की तुरंत अधिसूचना जारी नहीं करती। भटकाने की कोई भी नीति अब नहीं चलेगी।

हमारी मांग स्पष्ट है: तुरंत 5-Day Banking लागू करो!
