The following are excerpts from the Minister's statement on each of the key areas:
❇️ On Irrigation development:
The proportion of land under irrigation in Uganda remains below 2%, compared to approximately 3.5–4% in Sub-Saharan Africa and about 28% in Northern Africa.
The question we must therefore ask ourselves is: Why has irrigation coverage remained so low in Uganda?
As you all know, for a long time Uganda has enjoyed a relatively favourable and predictable climate, with annual rainfall of at least about 1,250 mm in most parts of the country. This has generally been sufficient to support two planting seasons in much of the country, except in some traditionally water-stressed areas, particularly parts of the cattle corridor. As such, faced with many competing priorities, Government did not find it urgent to invest substantially in the development of irrigation infrastructure.
However, with support from a number of loan-funded projects, both the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) and the Ministry of Water and Environment (MWE) have developed a number of irrigation schemes and water-for-agricultural-production facilities. The challenge, however, is that some of these facilities are not yet fully functional, particularly in terms of last-mile conveyance of water to farms and livestock watering points. During this engagement, you will provide us with the status of these facilities in your respective districts.
Now, however, our circumstances are changing. With increasingly erratic weather patterns, agricultural production and productivity are becoming more vulnerable and less predictable. We can no longer rely solely on rainfall to sustain agricultural production.
I am pleased to report that H.E. the President has prioritized mass irrigation development as a key policy and strategic intervention to stabilize agricultural production and increase productivity.

This is how most of the coffee gardens in Masaka look like now. The trees flowered (for the big May season), and, due to the prolonged drought, all the flowers dried up with no berries formed. Many people in Masaka survive on coffee now, and they’ve heavily invested in fertilisers. Many gave up on matooke, which was only failing and failing despite care. We better get set for terrible hunger and other problems associated with sudden poverty.

Dr. Nuwagaba Charles, the District Health Officer for Napak, questioned how the National Assessment Team evaluates districts against a new structure when most still score zero. He pointed out that health centers are expected to have doctors and roughly 50 health workers, yet most districts have only about 10.

@tiuganda1 represented by our Program Manager Ms. Lilian Zawedde Sentaza @Lilsente has joined colleagues from Togo, Zambia, Congo and the TI Secretariat at the three-day international conference in Sierra Leon held in commemoration of the International Day for Universal Access to Information (IDUAI).
During the conference, participants had an opportunity to share experiences and reflect on how access to reliable information can strengthen public accountability.
One of the key takeaways from these engagements is that transparency and access to information go hand in hand. Making public information available is essential ensuring that it is credible, understandable and accessible is what enables people to use it to ask questions and hold institutions accountable.
