They can start by focusing on shutting down the puppy mills throughout the Midwest and making sure USDA inspectors are actually doing their jobs instead of looking the other way. This is a video of a Shiba Inu I rescued last year from an Amish puppy mill. There’s no world where an inspector saw this dog and thought he was being properly cared for.
