Over the past 5–6 years, we have raised more than 1,000+public grievances and, through this process, gained significant practical experience regarding the functioning and coordination of various civic departments. Below are very few of the key observations and issues identified during this period for your consideration towards improving #Governance, #Coordination, #Engineering #Standards, and #PublicService delivery in the future.
1) For almost every 500 meters of road length, the following recurring issues related to #CMWSSB works can be clearly observed:
a) Road cuts executed by #CMWSSB are left unrestored for prolonged periods due to lack of proper follow-up and monitoring.
b) Several restored road-cut portions are getting damaged repeatedly because of poor workmanship, inadequate engineering practices, and low-quality restoration standards.
c) Many #CMWSSB road-cut restorations are either raised above the road level like speed breakers or remain below the road level like potholes, causing severe inconvenience and safety risks to road users. This reflects improper design standards and poor execution quality.
d) CMWSSB manholes and manhole frames are frequently found either above or below the finished road level, indicating poor coordination and improper engineering design. In many locations, the manhole frames are also partially or completely damaged, creating hazardous conditions for motorists and pedestrians.
e) Over the past 5-6 years, numerous quality-related concerns in CMWSSB works have been repeatedly highlighted and escalated up to the level of the CMWSSB MD/CE/SE. However, no significant improvement has been observed. A majority of the CMWSSB works continue to suffer from poor quality execution, inadequate restoration practices, and improper engineering design standards.
2) #TANGEDCO carries out road cuts wherever required for utility-related works. However, there appears to be inadequate allocation of funds and poor follow-up for proper civil restoration. As a result, several locations are left either partially restored or completely unattended, leading to progressive road deterioration. Over time, these damaged portions develop into potholes, posing serious safety risks to the general public.
3) GCC undertakes road-laying works without properly considering the elevation and alignment of SWD (Storm Water Drain) catch pits. Due to this lack of planning, many newly laid roads eventually develop artificial potholes around the catch pit areas. This clearly reflects deficiencies in engineering planning, as the catch pit levels are not properly assessed and incorporated during the tendering, design, and execution stages of road works.
4) There appears to be extremely poor coordination between GCC and CMWSSB departments. In many cases, CMWSSB is not informed when #GCC undertakes road-laying works. Similarly, GCC often leaves large damaged portions around CMWSSB manholes unattended without proper inter-departmental coordination. Subsequently, CMWSSB takes several months to carry out the required manhole elevation and restoration works, resulting in prolonged inconvenience and safety hazards to the public.
5) For constructing speed breakers, proper #IRC engineering standards and guidelines are available. However, GCC officials are not even aware of these IRC standards and are constructing speed breakers based on their own design and dimensions instead of following the approved IRC engineering guidelines.
6) #GCC operates a #PGR (Public Grievance Redressal) complaint system, including complaints received through social media platforms. However, many PGRs are reportedly being registered using the mobile numbers of GCC staff members who prepare or forward the reports, instead of the actual complainants’ contact details. Due to this issue, complainants do not receive complaint updates, acknowledgements, or closure notifications from the system. Multiple requests and representations have already been submitted to GCC, DC Works, ACGAP, and EDP departments seeking implementation of a transparent and proper notification mechanism for complainants. However, no effective corrective action has been taken so far.
7) The manner in which #CMCell petitions are being handled by GCC Zone-11 raises serious concerns regarding issue understanding, assessment, and grievance resolution standards. We have already attended an inquiry regarding this matter with the #RDCSouth office. Despite repeated escalations, the overall petition handling process continues to reflect a very poor and highly unsatisfactory administrative approach at the field level.
8) While raising public issues and grievances, my mobile number has reportedly been leaked multiple times, following which I continuously received threatening calls and communications from third parties. This raises serious concerns regarding the confidentiality and protection of complainants’ personal information. There is a strong apprehension that complainants’ contact details are being intentionally or negligently shared during the grievance handling process.
9) Both GCC and CMWSSB are significantly lagging in maintaining proper #EngineeringStandards. On a daily basis, numerous quality-related issues can be observed in their executed works. Despite multiple meetings, discussions, and repeated escalations over the past five years, there has been no noticeable improvement in the quality of execution, engineering practices, or overall work standards.
10) If GCC and CMWSSB officials are not properly scrutinized at the initial stage itself, they can easily mislead higher authorities and the ruling administration with vague, incomplete, and superficial responses, without addressing the actual root causes or resolving the issues effectively.
11) There is a significant communication gap between GCC, CMWSSB, and TANGEDCO. Each department operates independently when it comes to road-related works, without proper coordination or integrated planning. Due to this lack of inter-departmental communication, road restoration, utility works, and infrastructure-related activities are often executed inefficiently, resulting in repeated road damage, delays, and inconvenience to the public.
12) Getting the required work executed through the BRR department is highly difficult, and even contacting the concerned officials for follow-up or coordination is extremely challenging.

14) Illegal sewage discharge into Storm Water Drains (SWDs) can be observed in many locations, and these issues appear to continue despite the knowledge and awareness of both GCC and CMWSSB officials.
