FIP Title: Undercollateralized Loan Framework (ULF)
Abstract
The Flare Foundation to build a public, permissionless Undercollateralized Loan Framework that includes:
1: Privacy-preserving FICO attestation layer – users can prove their real-world FICO score (or Equifax/Experian) via zero-knowledge proofs or TEE attestation without ever revealing the actual number or personal identity on-chain
2: On-chain Flare Credit Score (0–1000) – Same format as FICO but an on-chain score derived from things like wallet age/activity, staking, FAssets, etc.
The result: Lenders and institutions get the FICO score they already trust, while retail DeFi users can still borrow using only the on-chain Flare score. Best of both worlds.
Motivation for FICO attestation
* Institutional lenders and RWAs consistently say they will only underwrite against traditional credit bureau scores (FICO 620–850+ range)
* Purely on-chain scores are not yet trusted at scale for undercollateralized lending
* Flare’s TEE + oracle infrastructure is uniquely capable of attesting real-world FICO scores in a fully private, permissionless way
Motivation for On-chain Flare Credit Score
* Currently, lenders have zero shared repayment data. With a flare credit score, every repayment (on kinetic, clearpool, etc) feeds the public score.
* Overcollateralized lenders could safely offer better LTV ratios to wallets with strong on-chain history.
* Transparent, auditable Flare score becomes the “common language” of DeFi credit
* Attracts new lending protocols (Aave/Morpho forks) who can launch with day-one risk data instead of starting from zero
This hybrid approach can unlock billions in institutional and retail borrowing demand on Flare
Specifications (FICO Attestation Layer)
* Users submit their FICO score via licensed data provider inside a Flare TEE
* TEE generates a zero-knowledge proof that says only: “This anonymous wallet has FICO ≥ X”
* No PII, no exact score, and no KYC is ever stored or revealed on-chain
* Proof is valid for 30–90 days and can be refreshed
Specifications Flare Native Score (0–1000)
* Produce a Flare Credit Score that works exactly like a traditional credit score, except it’s 100 % verifiable and privacy-preserving.
* Uses things like wallet age, transaction history, * staking & delegation tenure, fasset proofs, and TEE-attested signals (income, net worth, etc - fully private).
Implementation
Lending protocols remain free to define their own LTVs and logic using the public Flare Credit Oracle and FICO attestation proofs.

* No personal data ever touches the chain
* TEE attestation providers run inside Flare’s existing verifiable compute network
* Users can revoke or expire proofs at any time
