Rafale Scam Through Mediapart' Lens
- The Mediapart report claims that Dassault Aviation, the maker of Rafale jets, paid at least €12.8 million (₹ 110 crore) in bribes to a middleman, #SushenGupta, who had access to confidential documents from the Indian defence ministry and helped the French side negotiate a higher price for the Rafale jets.
- The report also alleges that the Indian Investigation Agencies, #CBI and #ED, had proof of the kickbacks paid by Dassault to Gupta since 2018, but decided not to pursue the affair and did not begin an investigation.
- The report says that the bribes were paid through offshore accounts and shell companies, using inflated invoices for software consulting and replica models of Rafale jets.
- The report also claims that the deal involved the removal of a key anti-corruption clause that required Dassault to disclose the details of its offset partners in India, and that Anil Ambani's Flag Atlantic France was granted a €144-million tax reduction as the Rafale deal was being worked out during 2015.
- The report suggests that these changes were influenced by the secret commissions paid by Dassault to Gupta after Modi's France visit in 2015, when he announced a new deal to buy 36 Rafale jets in fly-away condition from France, scrapping the previous deal for 126 jets that involved a transfer of technology and local production by HAL.
- The report also cites a previous investigation by Mediapart that revealed that a French anti-corruption agency had raised red flags over a suspicious payment made by Dassault to an Indian defence company in 2017-18, which was allegedly a "bogus purchase" or one that was designed to conceal a middleman payment.
- The report has also triggered a judicial investigation in #France into allegations of corruption, influence peddling and favouritism in the Rafale deal, following a complaint by an anti-corruption NGO.
- India paid extra per jet from the earlier deal because the new deal increased the price of the Rafale jets from €5.2 billion (₹ 42,000 crore) to €7.87 billion (₹ 58,891 crore), without any explanation or justification.
- India also paid extra per jet because the new deal did not include any transfer of technology, which would have reduced the cost and created jobs in India.
