Session 4 of the Third India-RoK (ICWA-RIS @RIS_NewDelhi and KNDA @mofa_knda-KIEP) 2+2 Dialogue on “India–RoK Cooperation in the Global South” was chaired by Prof. Sachin Kumar Sharma @SKSharma_World, Director General, RIS. Dr. Jisun Song, Associate Professor, Department of Global Governance Studies, KNDA and Dr. Sanjeev Kumar @DrSanje84792486, Senior Research Fellow, ICWA were the presenters. Dr. Yoon Jae Ro, Research Fellow, India and South Asia Team, KIEP and Dr. Sabyasachi Saha @sabya_saha, Associate Professor, RIS were the discussants.
The discussion emphasised that India and Korea should seek both bilateral and triangular cooperation toward the Sustainable Development Goals (SDGs) in the Global South and develop strategies for a post-SDG era, especially in light of the changing dynamics among donors, particularly from the West. The cooperation between India and Korea in the Global South should focus on artificial intelligence (AI), digital governance, climate resilience, and capacity building.
The session also discussed Indian and Korean initiatives and their approaches to the Global South, noting that Korea has recently diversified its global engagement in development assistance, emphasising minilateralism and multilateralism, as well as digital AI and climate initiatives. Korea has introduced a five-year development strategy.
It was highlighted that Korea needs to engage with India-led mini and multilateral initiatives in the Global South, viewing this as a strategic opportunity. Additionally, both countries should identify areas of convergence and minimise divergence. Branding of their respective development models should be explored, for example, Korea's land reforms and success in the education sector, as well as India's White and Green Revolutions.
