The FDLR and the NYATURA, with the support of the FARDC, continue to demonstrate their ideological orientation in the territories of Masisi, Rutshuru, and Kalehe through repeated incursions into areas under AFC-M23 control. These attacks primarily target civilians as well as their livestock.

The main targets are individuals identified as Congolese Tutsis, but also Hutus and other civilians accused of maintaining ties or showing allegiance to Tutsis. Civilian populations and their livelihoods are thus directly affected.

The FDLR and the NYATURA continue to resupply in Walikale, Pinga, and Kibuwa, where they maintain headquarters supported and sustained by the FARDC.

Their modus operandi is particularly destructive. Herds of cows are slaughtered on the spot, without the animals being taken away or consumed. The objective appears to be to inflict economic and psychological harm on the owners, who are then themselves exposed to acts of violence.

These repeated attacks against Congolese Tutsis, their property, as well as against Hutus and other members of various communities living in areas under AFC-M23 control, are presented as having the effect of undermining prospects for peaceful coexistence. They foster a climate of fear and mistrust, likely to discourage the return of refugees and internally displaced persons to their home villages and to weaken community reconciliation efforts.
