Pakistan’s governance crisis will not be solved by multiplying provincial capitals. Before redrawing provincial boundaries, we must ask whether power will remain concentrated at the top- or travel downward to elected institutions that citizens can reach and hold accountable.

In this article, I argue that proposals for new Provinces may deserve serious constitutional debate, but they cannot substitute for devolution.

Pakistan must complete the unfinished journey of devolution by securing elected local governments with protected tenure, clearly assigned functions, professional staff and predictable finances.

Devolve to evolve!

مزید برآں تمام عمل متعلقہ قوانین اور سپریم کورٹ کے طے شدہ قانون کے مطابق پہلے سے acquired زمین واپس لی جا رہی ہے۔
