@DJSnM There's a reasonable argument for this: Going from sub 2 Mbit/sec to something on the order of 10-20 Mbit/sec is much more meaningful than going from 100 Mbit/sec to 10000 Mbit/sec. Subsidies and incentives going to the latter can't go to the former.

@sleepy_devo Congress doesn't vote on every single grant. They delegate a lot of (perhaps too much of) the on-the-ground decision making to the executive. Congress passed a law funding a set of priorities, not mandating that these particular grants be funded.

But it turns out the IRS offers a little grace when you’re 200,000 miles from Earth in a crippled spacecraft.
Swigert later won election to Congress as a Republican - but died of cancer just days before taking office.
