In view of the above circumstances, he has urged the Health Dept/Goa GMC @goagmc to kindly examine the matter and formulate appropriate policy guidelines, Standard Operating Procedures (SOPs) and operational mechanisms concerning emergency return transportation assistance for persons with disabilities and similarly vulnerable individuals availing 108 ambulance services.

It is specifically requested that the authorities may kindly consider implementing the following measures:

1.       Provision of return transportation assistance for persons with disabilities and or for their family members where hospital admission is not required;

2.       Permitting the same ambulance, subject to operational feasibility, to drop the patient/person with disability or his/her dependent family members back to his/her residence after medical examination or treatment;

3.       Establishment of a coordinated transport support mechanism during late-night emergencies for vulnerable persons with disabilities; and

4.       Issuance of appropriate directions and reasonable accommodation guidelines to ambulance personnel and healthcare institutions dealing with emergency response services.

The issue raised herein directly concerns accessible healthcare, dignity, equality, safety and effective implementation of the statutory protections available to persons with disabilities and therefore deserves immediate administrative attention and corrective intervention.

Sir @DKShivakumarji, as you are getting ready to takeover as the Chief Minister of Karnataka, let me bring to your notice one serious concern which you MUST address on priority basis.
Though the cost of living has risen drastically and prices have increased several times over the past 15 years, the amount fixed as disability pension for persons with 75% disabilities continues to remain below Rs 1,500 per month. The Karnataka State Federation of the Disabled and Parents has time and again demanded that the same be increased significantly. I may bring to your kind notice that this is one of the lowest monthly pension which persons with Disability get in lieu of government's failure to provide them economic sustainability,work, employment.
Please take this on a priority.

My weekly column on issues and concerns of Disability in daily Lokmat today on Sunday 3rd May 2026 raises a pertinent concern regarding Challenges faced by Hemophilia Patients in Goa: The Urgent Need for Specialized Care.
When it comes to complex surgical procedures such as knee replacement, hip replacement, or fracture management, patients in Goa face serious challenges. One of the key reasons is the absence of a dedicated hematology department at the GMC. Hemophilia patients require coordinated care involving hematologists, orthopedic surgeons, anesthetists, and critical care teams. Without this specialized setup, many doctors are hesitant to undertake high-risk surgeries.
In addition, limited awareness and experience among healthcare professionals in handling hemophilia-related surgeries further restrict local treatment options.
Dependency on Other States
Due to these limitations, patients are compelled to depend on hospitals outside Goa for major procedures. Many seek treatment at centers such as New Civil Hospital Surat, Sahyadri Hospitals Pune, and KEM Hospital Mumbai.
For surgeries like knee replacement, patients often need to stay in another State for two to three months, covering pre-operative care, surgery, and rehabilitation. This results in:
Significant travel and accommodation expenses
Loss of income for both patients and caregivers
Emotional and physical stress due to prolonged stay away from home
Financial and Social Burden
For middle-class and economically weaker families, seeking treatment outside the state becomes a heavy burden.
Consequently, many patients delay or avoid necessary joint replacement surgeries, leading to worsening disability and reduced mobility. A large number of individuals continue to live with chronic pain and limited independence.
The Need for Immediate Action to address these challenges by the State Health Department,at the GMC.

Bus Stops in Panaji – and seeks Urgent Intervention Required

His email , interest alia says, "I am constrained to escalate a matter of serious public concern regarding the bus stops constructed under the Smart City project in Panaji, which, despite substantial public expenditure, remain largely non-functional, unsafe, and inaccessible.

The situation on the ground reflects a systemic failure in planning, execution, and enforcement:

Basic commuter information is absent: Most bus stops do not display stop names, routes, itineraries, or timings, rendering them ineffective and confusing.

Encroachment by parked vehicles: Private vehicles routinely occupy the space in front of bus stops. Consequently, buses operated by the Kadamba Transport Corporation Ltd @KadambaLimited @UlhasTuenkar
are forced to halt away from the designated stops, compromising passenger safety and disrupting traffic.

Complete lack of accessibility: The bus stops are not disability-friendly - there are no ramps, tactile paving, or universal access features - effectively excluding persons with disabilities from using public transport.

This is not a minor operational lapse. It represents a failure to deliver usable public infrastructure, raises serious safety concerns, and is inconsistent with statutory obligations on accessibility and inclusive urban design.

Given the cross-departmental nature of the issue, I request your direct intervention to ensure the following time-bound corrective measures:

Immediate audit of all Smart City bus stops in Panaji, with a publicly available status report.

Completion and operationalisation of bus stops with proper signage, route maps, and schedule information.

Strict enforcement against parking/encroachment, including road markings, barriers where necessary, and penal action.

Mandatory retrofitting for full accessibility, in line with applicable disability access norms and standards.

Fixing of responsibility and accountability for the current deficiencies, including review of contractors and implementing agencies.

Coordinated action plan between IPSCDL, KTC, Transport Department, and CCP, with defined timelines.

At present, commuters - including senior citizens and persons with disabilities - are being forced into unsafe and inequitable conditions, despite infrastructure having been created ostensibly for their benefit.

Given the seriousness of this issue, please treat it with urgency and initiate visible corrective action as soon as possible, along with a mechanism for public feedback and monitoring.

I trust that your office will take cognisance of this issue and ensure that the intended benefits of public infrastructure are actually delivered to the citizens of Goa."

Appreciate Maharashtra Government's GR dated April 20,2026 giving relaxation to persons with disability in the State regard the Sanjay Gandhi monthly disability pension. Instead of the present rule of giving income certificate annually under the scheme,now they have to produce the income certificate once in five years. Big relief to this community.
