In 1973, Paris built its first and only skyscraper in the city center. Parisians hated it instantly.
Tour Montparnasse rose 689 feet (210 meters) into the sky, a glass tower with 59 floors standing alone above a city built almost entirely of stone buildings six to eight stories tall. The backlash was so strong that four years later, in 1977, the city passed a law banning any new building over 37 meters (about 12 stories) in the historic center. Skyscrapers were pushed out to the suburbs, mainly to a business district called La Défense, and central Paris never grew another one.
That single law is why the Paris skyline still looks the way it does almost 50 years later. No cluster of towers rising behind the Eiffel Tower. No glass and steel competing with Sacré-Coeur on the horizon. Just one famously disliked tower, and a rule that made sure it stayed the only one.
