In view of Pg# 157 of Final Report PK8303, Approach Controller,Aerodrome Controller,ATC/ Control Tower are equally responsible for criminal negligence in crash because they observed sparks when aircraft made GearsUp contact with Runway,but did not communicate same to the aircraft

and Approach Controller did not inform (or question) aircraft about Gears Up landing.

PCAA Vehicles,Ambulances, Military & Rescue teams all were not well prepared & In-active before first belly landing when PK8303 was at MAKLI.
