The European Council approved the CSDDD on March 15, 2024, after extensive negotiations. This directive aims to enhance corporate accountability and sustainability practices across global value chains.

The Ministry of Mines and Mining Development has started consultations on mining policies, namely the Minerals Development Policy, Value Addition & Beneficiation Strategy and the Artisanal and Small Scale Gold Mining Strategy.

@ZELA_Infor is participating in the ongoing stakeholder consultations and attended sessions held in Bulawayo and Gwanda this week.

As per our model Minerals Development policy https://t.co/m1BI8D1dzd and the mining policy guidance from the Inter Government Forum @IGFMining, below are some of the key areas that we expect the Government to show policy commitments on, in the national minerals development policy:

· Developing a computerised mining cadastre system;
· Requiring mining entities to act in accordance with national and international laws and standards to implement responsible business conduct or sourcing standards;
· Designing a fiscal regime that is based on law and quantitative and qualitative analysis, that optimizes government revenues across mining projects, and that is subject to the country’s economic and social policy;
· Ensuring the fiscal regime is clear and simple for both investors and the government administration.
· Limiting opportunities for investors to engage in tax avoidance such as adopting measures against base erosion and profit shifting in the domestic law and international legal instruments.
· Ensuring coordination between government agencies responsible for implementing the fiscal regime;
· Ensuring fiscal transparency through ensuring a comprehensive public disclosure of all fiscal charges paid by mining entities and received by the government and the rules on the distribution of mining revenues at subnational transfers;
· Adopting legal and regulatory frameworks and guidance documents for closure.

Exploring the Human Rights Implications of emerging Critical Minerals Value Chains, ongoing research by @ZELA_Infor and @AIEL_Infor, notes that the global energy transition and net-zero goals present both immense risks and enormous opportunities for Africa.

This was revealed during a session to validate case studies in the Democratic Republic of Congo (DRC), Mozambique, Zambia, and Zimbabwe on the sidelines of the 15th edition of the Alternative Mining Indaba (AMI) 2024, convened under the theme ‘Energy Transition Minerals: Putting Communities First for an Inclusive Feminist Future.’

Giving the Keynote address, Gabriela Factor (Chief Adviser Business & Human Rights - Danish Institute for Human Rights stressed that the energy sector is crucial for realising human rights, and economic development. However, the mining of transition minerals and renewable energy projects is linked to the depletion of natural resources, environmental degradation, land rights issues, labour rights abuses, gender discrimination, conflict and security concerns.
