The only HWW I'm aware of that will not attempt to generate a key without user provided entropy is a @SeedSigner. They force you to provide your own key or entropy. THIS SHOULD BE THE STANDARD!

@jeffreysbrother @SeedSigner I would never trust any RNG because of potential unknown unknowns wrt its underlying mechanisms. Gathering real entropy from the world around you to create PKs is simple, no reason not to do it.
