In other services DPCs are conducted well in advance and promotions effected from the very due date. In CSS, forget promotions, even CSL is not final many years after the overdue promotions. Injustice! For what fault of ASOs??

A wide gap in @DoPTGoI's guidelines on adhoc promotion and their proper execution has given rise to a surge in trust deficit amongst CSS officers over the mechanisms in place. DoPT ought to adhere to its guidelines to repose that dwindling faith.

I am disappointed. Not because promotions are not happening. Rather because ad-hoc promotion can easily be given to all eligible ASOs of 2013 batch according to rules, but @DoPTGoI is not doing that in spite of huge vacancies.

sleeping for years & suddenly did mass promotions after huge protests & now they've
again gone to deep slumber.
