@shanselman I once flew 14hours to give a talk to a room full of SysAdmins on how structure PowerShell functions & modules. I had been told it would be a packed room. 1 guy showed, told me he wanted to hear my talk, then left half way through. Watching the recording, you can see my sadness.
Apparently we all now refer to humans as “resources” by default. I, for one, will not give in to this dehumanization even if I end up the last human standing in a sea of resources.

I don't know about "being told" but I've always done this.
Gone to the next org and started as an IC to get a feel for the "real work", later transitioning into management & trying to resolve pain points.
Always respected others that recognise this -- but it's not the only way!
A few people recently asked for advice on being offered an IC role when they were an EM or TLM or CTO before, told later they could become a manager.
Every situation is different, but starting as an IC at a company, and *then* transitioning to management has some upsides:

Best bet: Ubuntu via WSL, install docker there, alias docker to 'wsl docker' via a PS function that runs with $args, and ✅
Portainer might be good if you NEED a UI, but most don't. YMMV
