Honourable Senator Mr Waleed Iqbal raised a valid question regarding implementation of Article 240(b) of the constitution of Islamic Republic of Pakistan. Federal PAS is no more in provinces after 18th amendment and we should constitutionalise the services for a prosperous Pk.

Punjab is literally heaven for DMGs and PSPs by taking those perks &privileges which are meant for PMS legally and logically. All federating units are being controlled by concerned servants but here we're controlled by them.

If this is so, apart from seniority, it's matter of administration and governance.
This is high time that if any senior officer doesn't accept official duties, only due to his seniority, he must be given to federation and be posted as AS to Federal Secretary as per his seniority
