Shaykh Sulaiman al-Alwan, Abdul-Aziz at-Tharifi, and Shaykh Atiyatullah al-liby are the most balanced and proportional Salafi-Jihadi ulama in matters of *takfir*. I highly recommend them more than any other, and they are an excellent reference in refuting the modern Khawarij.
