When dogs raise their tails like that it means they are challenging you for domination. When dogs are about to fight, they will both raise their tails until one lowers it. If either one doesn’t, they usually fight.

A wagging tail means absolutely nothing other than they’re excited. Dogs often wag their tails until when fighting. Many examples online….
