British national Mohammad Akhtar, 50, from Peterborough, was killed in Azad Kashmir on June 9 during clashes between security forces and protesters.

His family said Pakistani security forces opened fire on a gathering where demonstrators were demanding economic and electoral reforms in the region.

Media reports indicate that dozens of unarmed protesters have been killed by Pakistani security forces in the past few weeks.

It is shocking to hear reports that British nationals are now becoming casualties of the seriously escalating situation in Azad Jammu and Kashmir.

This violence and bloodshed must end. All Communications must be restored. All restrictions on food and medical supplies must be lifted. Peaceful table talks must be resumed immediately.

The UK must continue to use every diplomatic lever available to push for a de-escalation, restraint and peace, with Kashmiri human rights at the heart of any resolution.

The Jammu Kashmir Joint Awami Action Committee (JKJAAC/JAAC) has said its programme is based on a 38-point Charter of Demands.

The demands include:

1. Abolish the perks and privileges of the ruling elite (ministers, senior officials, judges and bureaucrats).
2. Improve mobile and internet services and end alleged exploitation by telecom companies.
3. Abolish the 12 Azad Jammu and Kashmir Assembly seats reserved for refugees settled in Pakistan.
4. Construct the Azad Pattan–Sudhnoti road.
5. Provide free and uniform education for all and restore student unions.
6. Establish an international airport in AJK.
7. Prevent timber smuggling and ease restrictions on timber for local domestic use.
8. End the refugee quota in government jobs and abolish the quota system.
9. Improve irrigation and agricultural water supply.
10. Fully implement commitments on electricity and wheat/flour issues.
11. Withdraw all police cases against JAAC activists.
12. Establish the Kashmir Expressway.
13. Remove “black laws” and external security measures viewed as repressive.
14. Address unemployment, including unemployment allowances.
15. Ensure quotas for persons with disabilities and implement women’s reserved quotas.
16. Regularise ad hoc and contract employees through a transparent process.
17. Provide tax exemptions or tax relief.
18. Eliminate bribery, corruption and nepotism; enforce merit-based recruitment.
19. Improve environmental protection and waste management.
20. Upgrade the Bank of AJK to scheduled bank status.
21. Construct the Lohar Gali–Muzaffarabad tunnel.
22. Construct tunnels in the Jhelum Valley and Leepa Valley.
23. Construct the Shounter Tunnel.
24. Construct the Behdi Haveli tunnel.
25. Implement the 2019 AJK High Court judgment relating to hydropower projects.
26. Construct the Rehman Bridge in Kotli.
27. Provide interest-free loans for young people.
28. Reform the judiciary.
29. Devolve greater powers to local governments and elected local representatives.
30. Ensure clean drinking water projects.
31. Improve public healthcare and provide free treatment and medicines.
32. Reduce electricity tariffs to reflect local hydropower production costs.
33. Make the electricity tariff concessions granted in 2024 permanent through legislation.
34. Improve flour quality, distribution and maintain subsidies.
35. End unnecessary load shedding and electricity overbilling.
36. Complete major regional infrastructure projects, including roads and bridges.
37. Ensure greater transparency and accountability in public spending and governance.
38. Protect citizens’ civil rights and ensure implementation of all agreements previously reached with JAAC.

This morning there are very worrying and concerning reports coming from Azad Kashmir of serious escalations in tensions and human right violations.

We must use every diplomatic tool to push for de-escalation and restraint. We must continue to push for immediate resumption of table talks and negotiations.

We cannot allow for any further bloodshed.

Totally condemn the killing of innocent people in Mirpur and other areas of Azad Kashmir.

Shooting directly at protesters who were peacefully expressing their political views is barbaric.

I will be speaking with government representatives in Pakistan and AJK to call for accountability, condemnation, and immediate action to move towards a peaceful resolution.

Speaking up against the killing of innocent people is a moral and human duty. To remain silent is an injustice to humanity.
