Nope. The New Testament never uses polemios at all. Jesus uses echthros (Strong’s G2190), the same word He applied to national and military enemies (Luke 1:71, 74, and 19:43) and even the devil (Matthew 13:39). The private-vs-public distinction you assert is not present in the text.

Saving those being led away to death; protecting the weak, widow, and fatherless; obeying the leaders and rulers even to war; and seeking your nation’s benefit and security are all things directly commanded and fall on equal scope. The point goes beyond not hating your enemy in your heart and to the point of wishing them good, as God did for us in sending his Son into a world of evil to save it. The enemy against us can still be saved also.
