The Punjab Control of Habitual Offenders and Anti-Social Behaviour Bill, 2026, is one of the most dangerous pieces of legislation proposed in Pakistan in recent years. It gives executive committees dominated by police and intelligence officials the power to brand citizens as "habitual offenders" or "anti-social" and punish them without first securing a criminal conviction.

The powers are breathtaking. Bank accounts can be frozen. Property can be attached. Electronic devices can be seized. Electronic surveillance can be imposed. Travel documents can be restricted. Social media accounts and online content can be targeted. None of this requires the state to prove guilt beyond reasonable doubt in a court of law before these sanctions take effect.

The danger lies not only in the powers themselves but in who exercises them. The committees are empowered to decide what constitutes "anti-social behaviour." Alongside organised crime and drug offences, the bill includes vague offences such as spreading "misinformation," using abusive language in public and causing annoyance. Worse still, it allows the executive to expand these categories through subordinate legislation. Citizens can be sanctioned on the basis of intelligence reports, police records or repeated arrests—even where no court has ever found them guilty of any offence.

This is not the rule of law. It is rule by executive discretion. In plain, it is goonda raj by SHO of local police station.

The bill allows the executive not merely to investigate alleged wrongdoing but to impose severe penalties before guilt has been established by an independent court. Judicial oversight is reduced largely to reviewing executive action after the damage has already been done.

No democratic government should be asking Parliament for powers of this magnitude. They undermine the presumption of innocence, weaken due process and concentrate extraordinary authority in bodies that are neither independent nor accountable in the way courts are. The inevitable result will be selective enforcement, political abuse and the chilling of dissent.

The PPP once stood for constitutionalism, civil liberties and resistance to authoritarian rule. If those principles still mean anything, it cannot remain in a coalition advancing legislation that places such sweeping powers in the hands of the executive.

Silence would make it complicit.

I strongly urge the Chief Secretary to immediately suspend the entire recruitment process and thoroughly address the concerns raised by the medical community.

Medicine is a noble profession that demands the highest standards of integrity. All doctors must be appointed purely on merit. Any corruption or malpractice in the health sector is criminal, as it puts human lives at direct risk.

If there is a dispute between FBR and an individual, the FBR should never be granted authority to act as it did in this case unless it has followed legal process and obtained a court order. How can they justify ordering banks to transfer funds from individuals accounts without judicial authorization? Is FBR an authority to declare that person is guilty of crime or courts do that? Such actions undermine public trust in both the banking system and the FBR.

Why is every major development project in Pakistan obsessively focused on Punjab? The new M-13 Kharian-Rawalpindi Motorway and billions poured into Punjab’s infrastructure, while Khyber Pakhtunkhwa and Balochistan continue to struggle with basic connectivity, crumbling roads, and economic neglect.

In any functional country, resources are collected from the more developed regions and deliberately invested in the peripheries so that backward areas can catch up and the entire nation grows together. In Pakistan, it is the exact opposite: Punjab, which is already relatively better off, is being further pampered and modernized at the direct expense of the smaller, struggling provinces.

You can never achieve lasting security and peace through force or rhetoric alone. Without economic justice and balanced development, the sense of deprivation will only deepen.

بل کی دفعہ 27 اے ون میں لکھا ہوا ہے کہ ٹیلی کام کمپنیوں کو اختیار ہوگا کہ وہ پبلک اور پرائیویٹ جگہ زیر استعمال لا سکیں۔ پرائیویٹ جگہ کی تعریف دفعہ 2 کی ضمنی دفعہ qb میں کرتے ہوئے کہا گیا ہے کہ پرائیویٹ جگہ کا مطلب عام شہریوں کی ہر قسم کی جائیداد ہوگی اور یہ دفعہ اگر پاکستان میں نافذالعمل کسی قانون کی خلاف ورزی بھی تو بھی کسی دوسرے قانون کا PTA ترمیمی بل کی اس دفعہ پر اطلاق نہیں ہوگا ( قانون کی سادہ زبان میں اسے جنگل کی کلاز کہیں گے)

اب 27 اے کی ضمنی دفعہ 2 میں لکھا ہوا ہے کہ جائیداد کا کوئی مالک یا اتھارٹی 27 اے ون میں کمپنی کو حاصل اختیار اور حقوق میں رکاوٹ نہیں ڈالے گی ( یعنی 27 اے ون میں کمپنی جائیداد کا حق حاصل چکی ہوگی)

اب 27 اے کی ضمنی دفعہ 3 میں طریقہ لکھا ہوا کہ کمپنی کسی شہری کو ای میل یا تحریری خط لکھے گی کہ ہمیں یہ جگہ درکار ہے، خاموشی پر ایک یاد دہانی ای میل یا خط لکھے گی، اگر شہری خاموش رہا تو اسے معاہدہ منظور سمجھا جائیگا، یعنی وہ معاہدہ جو شہری نے پڑھا ہی نہیں ہے۔

اب دفعہ 27 بی میں واضح لکھا ہوا ہے کہ جو کوئی بھی معاہدہ میں رکاوٹ ڈالے گا یا 27اے کے تحت کمپنی کو حاصل ہوگئے ہوئے حقوق (یعنی حاصل ہوگئی ہوئی جائیداد) میں تاخیر پیدا کرے گا، اس پر 5 کروڑ روپے تک جرمانہ عائد کیا جائیگا۔ (ایسا کہیں نہیں لکھا کہ معاہدہ کی خلاف ورزی پر جرمانہ ہوگا)

یہ سب کچھ لکھا ہونے کے بعد حکومت کیسے کہہ سکتی ہے کہ نہیں لکھا ہوا۔۔۔
چوری پکڑنے جانے پر اب حکومت جھوٹ بول رہی ہے۔
