I don't use Makefiles. I build my C projects with C. I literally use C code as Bash script to run the C compiler. Keep thinking you need CMake or Package Managers.

I find the 1.7 MB header and fragmentation wrt documentation/tutorial/spec not worth it.
Would rather have helper C libs (device setup, mem allocation, descriptor mgmt, shader refl).
