🦗 A PARASITE CALLED CDA 🦗
The CDA (Controller of Defence Accounts) - An organisation that was created to serve the defence forces, has grown into a termite that eats into the house under which it lives. It has perfected the art of keeping the women and men in uniform on their toes, while remaining blissfully unaccountable itself.
There are countless tales of the service personnel tormented by the attitude of the auditors in CDA. While our brave Jawans, Sailors and Air Warriors guard the nation’s land, seas and skies, they must now also guard their pay-slips against unaudited pay fixations, delayed entitlements and vintage recoveries from pay and pension due to them. The latest masterpiece in this series is the recovery orders of about 5500 settled claims of 2009-21 vintage amounting to approximately ₹ 20 Crores.
And the reason? Apparently, a data loss in the CDA’s server at Visakhapatnam.
So, all these claims duly processed and settled as far back as a decade and a half ago have suddenly been tagged as “outstanding advance” today - not because the individual did not prefer the claim, but because the system apparently lost its own data. The CDA, instead of fixing the accountability for the data loss, has once again put the onus on our brave soldiers to prove that they indeed preferred the claim against advance drawn by them for valid reasons like LTC, Temporary Duty etc. Yes, a few years ago, CDA had pulled the same stunt with the Navy where it red-flagged around 12000 such cases dating as far back as 20 years.
I must say, that’s an extraordinary model of accountability: the system loses the data, the soldier loses his money!!
I fail to understand, if the CDA has the data of advances drawn, how could it have lost the data of settled claims?
So, my dear fellow citizens, apparently, the enemy beyond the border isn’t the only threat a soldier must watch. Sometimes, it is his own support system -where a database failure can magically transform into a recovery from his hard-earned pay or pension years later.
And remember, they get paid from the taxes we pay.
Shame on you, CDA!!

Contesting NFU Case in Apex Court: It is for the kind information that No, I repeat No, monetary assistance is required for contesting the NFU Case in Hon'ble Supreme Court at this stage. Till date, no monetary assistance has ever been accepted from any quarters for NFU by me and we hope to contest further also without any such assistance. Kind and generous offers are repeatedly being made but what actually is required at this stage is the good wishes of all our well wishers. It is actually a cause for which I am fighting and not for any "business". Please don't collect any money.
NFU Hearing Update: As was expected, the Govt sought adjournment this morning through its ASG, Mr Vikramjit Banerjee on the grounds of his "personal difficulty". Post lunch time, I myself made a mention about the case to the Court, explained as to how the Govt was enjoying the "Stay Order" on the AFT Order dt 23 Nov 2016 and sought Court's intervention in resolving this seven year old matter. The Court heard me very patiently and made an Order for the case to be fixed for Final Hearing on 31 August 23. Let's keep our fingers crossed because, on 31 August 23, again the ASG is surely expected to come out with some new stunt/trick to get the matter further adjourned.
