The involvement of armed NSCN-IM cadres and IRB police personnel in the killing of a Kuki civilian raises grave concerns about civilian safety, ethnic violence, and accountability of security forces in Manipur.

CHASSAD, KAMJONG, MANIPUR | 9 OCTOBER 2026: — A Kuki-Zo civilian woman has reportedly died after being allegedly shot by personnel of the Indian Reserve Battalion (IRB) deployed in the Chassad-Kamjong area at approximately 8:30 p.m. on Friday.
According to reports, the woman sustained a gunshot injury and subsequently succumbed to her injuries.
The incident reportedly occurred while Kuki-Zo women were staging a protest against the arrest and detention of Chassad Village Volunteers. According to local accounts, the volunteers have been safeguarding Chassad village amid security concerns involving the Tangkhul NSCN-IM and the Myanmar-based NSCN-IM Eastern Flank.

The movement and activities of NSCN Eastern Flank, NSCN-IM, ZUF/Kamson Group, and Myanmar’s Shanni Army/Junta military in Ukhrul, Senapati, Tamenglong, and Noney districts demand urgent, impartial, and comprehensive investigation by the Government of India and all competent investigating agencies.
Serious concerns have been raised regarding the alleged supply and movement of weapons, ammunition, RPGs, foreign-made weapons, and drone-strike capabilities involving these armed groups. Claims concerning the alleged involvement of the China-linked military supply network, Myanmar’s military junta, and sections of the Meitei community must be thoroughly examined through credible evidence, forensic analysis, financial investigations, and independent intelligence verification. The alleged roles of the United Naga Council, Senapati District Students, JTM, NPO, ANSAM, and Tangkhul CSOs must also be examined fairly wherever credible evidence warrants investigation.
The lives of Kuki-Zo civilians cannot be ignored. Women, children, and innocent families have suffered deaths, displacement, destruction of homes, and the loss of their ancestral villages. Every civilian life matters, and every victim deserves justice, protection, and accountability.
The National Investigation Agency (NIA), Central Bureau of Investigation (CBI), Ministry of Home Affairs, central security agencies, and the Supreme Court of India must ensure that credible evidence is examined without political interference or selective justice. No armed group, organization, individual, or political authority should be above the law.

KANGPOKPI, September 19, 2026: An angry mob in Kangpokpi set fire to a moving Army vehicle during a protest over what demonstrators described as biased action in Manipur.
The protest reportedly followed the arrest of Kuki volunteers by security forces. Protesters alleged that the volunteers had been defending Kuki civilians amid continuing attacks and violence involving Kacha Naga armed groups.
Tensions escalated during the protest, with the mob setting an Army vehicle on fire. The incident has further heightened concerns over the deteriorating security situation and growing distrust between civilians and security forces in the region.
The incident underscores the urgent need for impartial investigations, equal protection of civilians, and strict adherence to the rule of law. Any allegations of bias or unlawful conduct should be investigated transparently, while acts of violence against security personnel or public property must also be addressed according to law.
FYI:
1️⃣ Since May 2023, the Meitei government, in collaboration with Meitei mobs, has killed more than 250 Kukis, burned over 7,000 Kuki houses, and reduced more than 200 Kuki villages to ashes.
More than 6,000 guns and around 6 lakh rounds of ammunition were reportedly looted from Imphal. Where is the investigation? Where is the law and accountability?
2️⃣ The Tangkhul-led NSCN-IM and ZUF-K have been carrying out attacks against Kukis since Feb 2026. So far, 26 Kuki civilians have reportedly been killed, and several Kuki houses have been burned.
Yet, investigative agencies and Central security forces, in coordination with the State Government, have arrested Kuki victims and volunteers who defend Innocent villagers.
Is the minority Kuki community being treated differently because the majority community has greater political representation through MPs and MLAs?
The people deserve equal protection, justice, and accountability—regardless of ethnicity or political representation.

Trafficking is an organized crime. It is a crime of crimes & only a Few crimes are more heinous than sex trafficking. It's also basket of crimes & in this basket are elements of abduction,illegal detainment or confinement, criminal intimidation,coercion, Se❌️ual abuse,unnatural offences,selling & buying for Commercial Sexual Exploitation. Thus, multiple abuse & abusers located at different points of time & place constitutes the organized crime of trafficking.
Defining Trafficking:
As per Section 5 of The Immoral Traffic (Prevention)Act, 1956, even an attempt to procure & induce a person for prostitution & attempt to take or cause a person to carry on prostitution amounts to trafficking.
Section 370 of IPC defines trafficking as recruiting, transporting,harboring or receiving a person for exploitation through coercion,threats,force, fraud, deception,abuse of power, or inducement,with exploitation encompassing sexual exploitation.
The consent of the victims is immaterial in determination of the offence of trafficking. The law emphasizes that a trafficked person,regardless of age or gender is a victim,even if they appear to consent or solicit. If consent was obtained under duress,coercion,fear or pressure, then the consent has no meaning & therefore,all instances amount to trafficking.
In this case,the Traffickers admitted to using Drugs & intoxicants to recruit,exploit, coerce & manipulate unsuspecting victims into engaging in the illicit CSE.
Trafficking is the process of recruiting,procuring or hiring a person for CSE. Trafficking is the process leading to CSE,driven by demand that perpetuates exploitation.
There are several persons involved at several places; place of recruitment,transit & exploitation.
Commercial activity need not be in a brothel but could also occur in a residential house,vehicle or office.
List of exploiters:
⚠️The "customer" or "clientele", who is the main abuser of the trafficked woman is undoubtedly, an exploiter. The "demand" in CSE generates, promote,perpetuates trafficking & He's the one who perpetuates the "demand" for CSE & is therefore an integral part of the trafficking racket.
⚠️Any person who knowingly lives, wholly/partly on the earnings of prostitution or profits from CSE.
⚠️Conspirators who conspire to allow any premises to be used as a brothel,procure,induce or take the person for prostitution.
⚠️Recruiter,seller,Clients or anybody acting on their behalf are all part of the Trafficking racket.
We've established that Trafficking is a crime of Crimes & only a few crimes are more heinous than sex trafficking. As such,the punishment should fit the Crime.
Section 370 of IPC:
⛔️Whoever commits the offence of trafficking shall be punished with rigorous imprisonment for a term not be less than 7 years.
⛔️Where the offence involves trafficking of more than 1 person, it shall be punishable with rigorous imprisonment for a term not less than 10 years or life imprisonment.
⛔️When a public servant or officer is involved in trafficking of a person,they shall be punished with life imprisonment, i,e for the remainder of their natural life.
