Budgets should be systems, not spreadsheets.
Too much budget work still depends on fragile Excel logic that works until someone inserts a row, breaks a formula, or copies the wrong thing. To me that has always felt like a software problem.
The aim is not more tech for its own sake, but making trigger models clearer, testable and easier to reuse (including with future AI and forecast tools).

Anticipatory action plans already rely on detailed trigger models, but most of that logic lives in text & tables in PDFs.
I've started encoding triggers as plain-text YAML so the lead times, thresholds and logic are explicit, easy to compare & ready to plug into tools later.
