We bought our house pre-ULEZ. Then Khan comes along and mugs us with a charge we could never have seen coming. How can they just change the rules like that and introduce charges to drive where we did before? I'll be driving further, hence more emissions, to get around some roads.

@TfL I tried to pay your congestion charge and ULEZ when I went into town for work. Your sytem was down, I tried a few times, then got on with my day. Now I have the PCN, am trying to challenge it online and your website says you're 'updating your system' so I can't challenge it.
