Anthropic drew a hard ethical line. OpenAI drew a technical one. "Not here" is not the same as "never."

the "cloud only" clause is interesting actually. it sounds like a safety measure. and maybe it is. but it also means OpenAI never has to say no, they just say "not on our servers." the Pentagon gets the PR win. OpenAI gets the contract. and the hard question never actually gets answered.

Anthropic got punished for saying no out loud.

OpenAI got rewarded for finding a quieter way to say maybe.
