Putting Communities First: Transforming HIV and SRHR Through Partnership in Rwanda
Rwanda’s HIV response is a global reference point, having reached remarkable milestones with adult targets now standing at 96-98-98. However, national averages can sometimes hide the people the system still misses.
In this compelling article, we highlight the impactful power of collaboration and partnership between the @RwandaNGOForum and @UNAIDSRwanda in putting key and priority populations, including FSW, MSM, transgender people, PWID/PWUD, people with disabilities, and AGYW, at the center of the HIV and SRHR response through Community-Led Monitoring (CLM), data-driven advocacy, and policy transformation.

Minister of State @YvanButera shared Rwanda’s experience, highlighting coordinated responses, action guided by science and data, community-centred approaches and sustained financing to strengthen preparedness and health-system resilience.
Today, RBC’s Health Science and Innovation Platform (SIP) looked at the malaria situation in #Rwanda, focusing on current trends, the recent malaria resurgence and its drivers, but also the ongoing national response to address the rise in malaria cases to protect gains.
Discussions showed that several factors contributing to malaria resurgence include mosquitoes becoming resistant to some insecticides, more mosquito breeding sites, changes in mosquito biting behavior, emerging anti-malaria drug resistance, population movement, climate change, and budget constraints to sustain evidence-based interventions.
Noting that malaria burden in Rwanda is not equally distributed across districts, the ongoing response consists of data-guided and tailored interventions.
To achieve the national goal and protect gains, there is a need for regular local surveillance, stronger community engagement, and timely response.
Closing the forum, DG @CMuvunyi stressed: “Data alone is not enough. We must turn timely, quality evidence into action” to strengthen malaria prevention, treatment, and mosquito control.

Building on the progress made through the 2024 CLM cycle, supported by PEPFAR through @UNAIDS , RRP+ is now conducting the 2026 Community-Led Monitoring (CLM) data collection exercise from 22-24 September 2026, in collaboration with @RBCRwanda , with the support of @giz_rwanda through the Rights-Based Program (RBP).
A team of 15 Data Collectors and 4 Supervisors is working across four districts and seven health facilities: COR UNUM and Biryogo in @Nyarugenge ; Kicukiro and Gatenga in @KicukiroDistr ; Remera and Kinyinya in @Gasabo_District ; and Nyagasambu in @RwamaganaDistr
The teams are collecting information on people’s experiences with HIV services, including people living with HIV, young people, key populations and people living with disabilities, while also engaging health facility managers and observing the service delivery environment.
This year, the process is fully digital. Data Collectors are using REDCap to collect, review, validate and submit information electronically. Five CLM tools are being used: End User, Key Population, Adolescent and Young People, Observation, and Facility Manager tools.
The 2026 cycle is also strengthening digital data collection, data quality, confidentiality and evidence-based advocacy, helping turn community experiences into evidence that can support timely action.
The goal is: listen to communities, understand the challenges they face, generate reliable evidence and use that evidence to support better HIV services.

He shared Rwanda’s actions to strengthen laboratories and monitoring systems so that lead exposure can be detected early, traced to its source and prevented — protecting children, workers and communities.
