In Zambia, a country that has achieved positive economic growth in recent years, progress in poverty reduction has not kept pace, reflecting the complexity of translating growth into broad-based improvements in living standards.
While a 1% increase in GDP per capita is on average associated with a 1% decline in poverty among countries in Sub-Saharan Africa, in Zambia the growth poverty elasticity was a 10th of the regional average between 2006 and 2010, a high-growth period.
Reversing this trend will require not only sustained, private sector–driven growth that creates quality jobs, but also targeted investments to close persistent gaps in access to basic services, improve the productivity of assets, strengthen resilience to shocks, and guide decisions with better data.
