A panel discussion was held for the release of a booklet titled “𝗚𝗵𝗼𝘀𝘁𝘀 𝗼𝗳 𝗣𝗲𝗮𝗰𝗲”, detailing what it claimed were instances of SoO agreement ground rules violations by Kuki-Zo insurgents.

During the panel discussion, Prof. Bimol Akoijam called for disarming all armed groups in order to end the "privatization of violence." An agreement like SoO validates the state agenda because armed groups are non-state entities that are used by the state itself, instead of official institutions like the Army or Police.
