@DrTaraGoddard @EngineerDustin@bikejc Remember this 40% includes children. Stats of non-drivers don't usually include kids -- as if safe access to schools, parks, shops can only begin at 16 with a driver's license.
One thing we can learn from the 30% of people who can't drive* is that it's fair to invest 30% of our transportation money + space into streets for people, not car owners.
*this 30% doesn't include children or people who are super-burdened with car costs.

@EngineerDustin @DrTaraGoddard @bikejc There are many metrics to identify non-drivers. People often get licenses as ID but don't drive, or can't afford a car, or are in households w one car & many adults.
