KENTUCKY - "A bill that would shift decision-making power over fluoride in public water systems was approved by a House committee Wednesday after lengthy debate from lawmakers, dentists and public health advocates.

Rep. Mark Hart, R-Falmouth, testified that House Bill 103 would allow local water systems to decide whether to continue adding fluoride to their water supply, emphasizing the proposal does not ban fluoride.

Dr. Jack Kall, a Louisville dentist and executive chair of the International Academy of Oral Medicine and Toxicology, spoke in support of the bill and cited studies on the potential negative effects of fluoride-treated water.

The committee voted 13-5 to advance House Bill 103. The measure moves to the full House for consideration."

KENTUCKY - "Kentucky lawmakers will try again in 2026 to let local water systems’ governing bodies decide whether or not to fluoridate their water.

Rep. Mark Hart, R-Falmouth, said the bill he will file in 2026 is nearly identical to ones from previous years. One change, though, ensures water districts cannot be sued for their decision to either add or not add fluoride to the water.

“Water districts will be immune from any type of civil litigation regardless of which direction they go, whether they keep fluoride in the water or take it out,” Hart said.

Several lawmakers also floated the idea of a statewide ban on fluoride in drinking water.

An organization called @CareQuestInst out of Boston which works closely with @AmerDentalAssn has organized a campaign against the bill to repeal Kentucky's water fluoridation mandate, and is inundating KY state legislators with pro water fluoridation messages.

I am being inundated by emails from KY Dentists saying that Flouride is so good for you that we need to force you to drink it in almost all public water supplies, whether you want it or not.
What other chemicals are so helpful we should force all KY people to ingest them “for their own good” ?

Hart and other bill supporters stressed that they want to promote local control rather than litigate the pros and cons of fluoride.

“The United States is a free country. We do not dictate any medical treatment to anybody,” Hart said. “It’s always a choice between the patient and their doctor. The same thing needs to apply to dental medicine.”

Sen Rawlings @Rawlings4Ky asked, “is industrial waste going into our water?” Cindi Batson with KY For Fluoride Choice, researcher on the bill said, “Yes. It is a byproduct of phosphate fertilizer manufacturing called hydrofluorosilicic acid... it is considered hazardous waste."
