According to Al-Hadath, the hostage Arbel Yehud is being held by what is called the 'Tawhid Brigade,' an Islamist extremist group operating independently in Gaza. She is not with Hamas or Islamic Jihad.

Hamas is currently negotiating with them to hand her over, which is why Hamas has not released her yet as agreed.
