Thousands of Superintendents of CGST have been working on an ad-hoc basis for years under Mumbai CCA @cgstmumbaizone @cgstcuspunezone , doing the same work and carrying the same responsibilities as regular officers.

• No NFU, even after 4+ years as Superintendent

• Ad-hoc promotion is counted to deny MACP, but not counted for NFU

• Most have crossed 14 years of service, the point at which even an Inspector without any promotion reaches Level-9. They remain at Level-8

• Their position in the All India Seniority List is unknown

• Their deputation applications are not being considered by other departments.

• Getting less pay for equal work

The review exercise for regularisation, permitted by the Hon'ble CAT in August 2023, is still not complete.
Our officers only seek the regular status of the post they already hold.

@AIASCTMumbai Mumbai CCA @cgstmumbaizone is not even replying to CBIC @cbic_india despite multiple reminders.

The @cbic_india vide letter dated 02-07-2026 directed the @cgstmumbaizone to pass an speaking order on the issue of NFU but even after lapse of 4 months no action by @cgstmumbaizone

@AIASCTMumbai बोर्ड द्वारा पार्लियामेंट कमिटी को दिए गए उत्तर से स्पष्ट है कि कोई भी नई डीपीसी के लिए वर्ष 2014-15 की AISL के बिना नहीं हो सकती ऐसे में मुंबई CCA द्वारा D Raghu जजमेंट इम्पलीमेंट न किया जाने से इस बात की पूरी संभावना है कि 2014-15 की AISL फाइनल होने में अनावश्यक विलंब हो।

AIASCT Secretary General and Vice President (East Zone) called on the Hon'ble Minister of State for Defence and Member of Parliament, Shri Sanjay Seth, at Ranchi.

The discussion focused on the prolonged stagnation in the cadre, the inordinate delay in finalisation of the All India Seniority List (AISL) and the consequent DPC for promotion to the grade of Assistant Commissioner, and the need for early finalisation of Cadre Restructuring.

A representation highlighting these issues was submitted, seeking the Hon'ble Minister's support for their early resolution with the concerned authorities in the Ministry of Finance.
